Kenya Community Support Centre (KECOSCE) is a Kenyan National NGO active in the Coast, Northern Kenya and Nairobi regions of Kenya. KECOSCE works with grassroots communities and at county/national level to facilitate a just, secure and progressive society. KECOSCE has established a small grants facility to support local level community interventions aimed at “Stimulating local development through support to local actions”. The KECOSCE small Grants Program (K-grants) Grant Program works to support innovative community development initiatives and breakthrough solutions that address

KECOSCE is seeking the services of a grant officer to manage grants administration, compliance and implementation procedures, and ensure compliance with K- grants regulations, including procurement regulations. Facilitate and coordinate technical design of innovative grant and partnership approaches to meet the technical strategies

The Officer will work under KECOSCE’s Strategic Delivery manager and collaborate closely with the Finance Manager on the administration of this small grants facility. Provide oversight and auditing support to ensure post-award management in accordance with the relevant regulations, including but not limited to reporting in accordance with KECOSCE directives and policies. Conduct site visits to support monitoring of grantees.

Planning and Implementation

  • Develops and implements the use of the K-grants manual.
  • Supports work planning and activity planning to align the grants program with overall project activities.
  • Supports the development of timeline and details required for any activities needing grants; conduct market search and price analysis in coordination with technical staff.
  • Supports to draft grant agreements and amendments, explaining terms, conditions, roles, and responsibilities. Ensures that identified weaknesses in initial grantee assessments and related requirements are incorporated into the agreements explicitly/clearly with the required monitoring and actions on the part of the grantee.
  • Supports to organize kickoff meetings and apprises grantees of the responsibilities, requirements and policies and procedures to be followed during the life of the grant.
  • Ensures post award grant management in accordance with relevant regulations and generates reports of status of grant activities, such as forecasting payment, inventory, amendments, close outs, and sector specific data (i.e. monthly and quarterly reporting).
  • Ensure on-time deliverables, payments, and cash flow requests by monitoring milestones and payment schedules.

  • Reviews grants for completeness and appropriateness with the work plan.
  • Ensures all required documentation is uploaded in the grants database
  • Reviews grant milestones and requests for payments against grant agreements to ensure compliance.
  • Trains on and enforces policies and procedures to prevent improprieties, intentional and unintentional.
  • Supports the audit of grant files no less than annually.
  • Other tasks as assigned.
  • CPA1, a Diploma or degree in social sciences is desirable.
  • Knowledge of donor grants policies, procedures, and reporting requirements
  • Bachelor’s degree in business administration, finance or a related field in business management, finance, accounting and/or auditing experience
  • Experience in managing innovation grants, performance-based grants, or other mechanisms to align performance incentives with an activity’s strategic objectives
  • Experience in managing partnerships, interacting with stakeholders, collaborating on meetings and workshops, and overseeing partnership activities
  • Advanced knowledge of computers and MS Excel
  • Strong communication skills – both written and oral – in English and Kiswahili
  • Preference for individuals that have worked in the Coast of Kenya preferably in the target counties
