Principal Officer, Infrastructure Job

  • Contribute to the development and implementation of the IT infrastructure strategy, plans and policies as a member of the IT team.
  • Design and implement short- and long-term plans to ensure IT infrastructure meets existing and future capacity and capability requirements.
  • Develop, implement, manage and maintain the IT infrastructure, including server and network configuration, security, accessibility, connectivity, and backup.
  • Provide guidance on the acquisition of computer equipment and consumables.
  • Maintain a Hardware Asset Register detailing ICT equipment used by the Group, and identify, analyze and manage associated information risks.
  • Develop procedures and associated implementation, testing and training plans for infrastructure administration, security and data management.
  • Ensure that the ICT Service Desk operates efficiently and effectively, providing technical support when necessary.
  • Ensure that business continuity measures are implemented and kept up to date, including disaster recovery plans for critical systems and telephony.
  • Ensure that the ICT service desk team’s knowledge is kept up to date.
  • Promote cyber security awareness among computer users.
  • Prepare business cases and project documents for ICT infrastructure projects.
  • Identify and take actions to manage IT-related risks.
  • Maintain effective relationships with suppliers to secure best value for ICT goods and services, and to encourage innovative ideas to be adopted.
  • Use data to identify trends and common issues, and take appropriate actions to prevent or reduce the impact of issues.
  • Carry out other appropriate duties as required by the supervisor.

Person Specifications

For appointment to this grade, an officer must have:

  • Served for a minimum period of eight (8) years, three (3) of which should have been in a supervisory role.
  • Bachelor’s degree in any of the following disciplines: Computer Science, Information Technology, Information Security, Information Communication Technology, Business Information Technology or equivalent qualification from a recognized institution.
  • Master’s degree in any of the following disciplines: Computer Science, Information Technology, Business Information Technology or equivalent qualification from a recognized institution.
  • Professional certificates in any of the following areas:
  • Microsoft Certified Systems Engineer (MCSE), Microsoft Certified IT Professional (MCITP)
  • Certified Network Associate/Network+ (CCNA/N+CISCO)
  • Certified Information Systems Auditor (CISA)
  • Certified Information Systems Manager (CISM)
  • Huawei Certifications (HCIP, HCIA)
  • Web application certificates (Android, IOS, 2G, 3G, LTE, USSD)
  • Certificate in Cloud technologies (e.g. AWS and Azure)
  • Java, Python, PHP, JavaScript, CSS, Apache, Nginx, IIS
  • Certificate in Information Systems Security (e.g. Ethical Hacking, Penetration Testing, Vulnerability Assessments, ICT Audits, Pre-and-Post Implementation System Reviews)
  • Certificate in Management Course lasting not less than four (4) weeks from a recognized institution.
  • Membership with a relevant professional body in good standing.
  • Demonstrated merit and ability as reflected in work performance and results.

  • Valid Tax Compliance Certificate from Kenya Revenue Authority (KRA).
  • Clearance from the Ethics and Anti-Corruption Commission (EACC).
  • Clearance from the Higher Education Loans Board (HELB).
  • Credit Reference Bureau (CRB) clearance report.
  • Valid Certificate of Good Conduct from the Directorate of Criminal Investigations.
