Purpose

MWA is seeking an M & E officer for the Resilient Arid Lands Partnership for Integrated Development Plus (RAPID+) Program to function as a Maternity Reliever for four months from February 2026- May 2026. RAPID+ is a five-year program running from November 2021 – September 2026 convened and led by MWA. The program has primary funding from the Swiss Agency for Development and Corporation (SDC) and contributions and investment funds from private sector actors, four facilitating partners including CARE Kenya, the Catholic Relief Services (CRS), Food for the Hungry (FH) and World Vision (WV) and five hosting county governments. RAPID+ aims to improve access to water and rangeland services for 200,000 people in the five counties of Garissa, Isiolo, Marsabit, Turkana, and Wajir. RAPID+ activities are being implemented using a gender transformative lens and systems development approaches. These two aspects are expected to embed sustainability and inclusivity in the program. The goal of RAPID+ is to improve access to safe and sustainably managed water and rangelands in RAPID+ counties to contribute to resilient livelihoods for communities in a peaceful environment. The program is contributing to this goal through two outcomes: (1) Pastoralist communities have increased access to sustainable and safe water for multiple uses benefiting men, women, and youth, and (2) Pastoralist communities have improved access to safe and ecologically healthy rangeland resources that promote greater integrity, social cohesion, and gender equity.

Job Summary

The RAPID+ M & E officer will report to RAPID+ Program Director and provide overall coordination for ongoing monitoring and evaluation activities under the program. The officer is expected to closely collaborate with the other sectors of the program focusing on water, governance, rangeland management, and gender. The officer is also required to work closely with the Kenya RAPID+ partners, specifically the County Coordination Units (CCUs) in the five ASAL counties of implementation, as well as the county governments. Within MWA, the officer is expected to liaise and work with the MWA Kenya Monitoring, Evaluation and Learning Manager.

Program and Technical Roles

  • Support the recruitment of a consulting firm for the RAPID+ end-term impact evaluation.
  • Facilitate and oversee the commencement of the end-term impact evaluation with support from the RAPID+ Program Director and the MWA MEAL Manager
  • Support the development of the RAPID+ bi-annual and annual operational reports.
  • Support the finalization of the RAPID+ Data Quality Assessment Report.
  • Support collation and proper archiving of all RAPID+ documents and learning materials ahead of program closure.
  • Support the development and dissemination of program learning materials including but not limited to webinars, reports, learning briefs and impact stories within the framework of strengthening the Program Learning agenda.
  • Maintain the RAPID+ Indicator target tracking database and support partners to utilize data collection tools to monitor indicator progress.
  • Provide site field reports: Review quarterly program reports, compile quarterly field reports after analysis and consolidation, find, and draw action plans, and implement partner-specific action plans emanating from field monitoring and technical M&E support visits.

  1. Education: A Bachelors degree in Monitoring and Impact Evaluation, Statistics, Data Analytics, Economics, and any other related field
  2. At least 2 years of experience in Monitoring and Evaluation in WASH programs preferably with partners or sub-recipients in a multi-donor setup.
  3. Data collection and analysis experience: Experience using data analysis tools such as STATA and/or SPSS and mobile-based/cloud-based data collection tools such as KOBO Collect, Commcare, ODK, and related applications.
  4. Experience with USAID, Swiss SDC, Dutch, or other bilateral donor M&E framework requirements and conversant with their reporting formats.
  5. Understanding Market systems and governance-strengthening approaches will be an advantage.
  6. Excellent communication and writing skills. Must possess experience in consolidating and drafting reports, program briefs, human interest stories, and process documentation.
  7. Experience engaging and collaborating with multiple partners and strengthening partnerships.
  8. Experience in donor reporting and work plan development.
  9. Previous experience working in ASAL areas of Kenya is strongly preferred.

  • Strong technical writing and compilation skills are mandatory and will be evaluated.

Location: Applicants must have the right to work in Kenya and will be based in Nairobi with travel to project sites.
