Duties and Responsibilities
- Develop and implement county-wide HR policies and frameworks.
- Oversee recruitment, deployment, and promotion of staff.
- ICoordinate performance appraisal systems and capacity development.
- Manage discipline, grievance, and industrial relations processes.
- Ensure compliance with public service and labor laws.
- Prepare HR budgets, reports, and strategic plans.
- Supervise the implementation of welfare and motivation programs.
- Maintain accurate and up-to-date personnel records and HRIS systems.
