Operational Risk Officer Job UBA

The role involves coordinating Risk and Control Self-Assessment (RCSA) activities across the Bank in alignment with the annual work plan. This is done to identify inherent risks within the Bank’s products, processes, services, and systems, while evaluating the effectiveness of the existing control environments. Through this, the officer identifies control gaps and assists in developing new controls to replace weak or failed mechanisms.
Key Responsibilities
Operational Risk Monitoring, Risk Identification & Assessment / Loss Reporting
- Assessment & Questionnaires: Develop and continuously update control self-assessment questionnaires to reflect emerging risk exposures. Quantify risks to classify them into high, medium, and low categories to pinpoint core Key Risks.
- Loss Database Management: Facilitate the timely population of the loss database across all business units. Ensure proper classification of internal loss events per Basel II standards, identify relevant external loss events for scenario planning, and conduct reconciliation and validation of all loss data.
- Trend Analysis & Mitigation: Analyze emerging risks, high-risk exposures, and insights gathered from audit exceptions, system downtime logs, customer service issues, legal cases, and disciplinary committee reports. Proffer proactive controls to forestall the recurrence of operational losses.
- Action Plan Tracking: Formulate risk-based Corrective Action Plan (CAP) reports on open items to facilitate executive decision-making. Follow up with stakeholders on implementation timelines and escalate unresolved action plans to responsible authorities.
- Process Mapping: Identify and map all bank products, systems, activities, and processes to document inherent controls for new products, procedures, and Service Level Agreements (SLAs). Evaluate these using frequency, impact, and control effectiveness grids.
Policy & Framework Development
- Domesticate policies and frameworks to ensure consistency, correctness, and adherence to due process within established Turnaround Times (TAT).
- Maintain a comprehensive tracker of all policy deviation requests (both accepted and rejected) along with their current status.
- Partner with Human Resources to execute the Policy Appreciation Programme (PAP).
- Collaborate with the Compliance Unit to manage the Policy and Framework Role Book to facilitate regulatory and internal compliance.
- Manage a centralized database for policy amendments to drive timely renewals and continuous gap identification.
Business Continuity & Crisis Management
- Partner with Business and Support Units to build viable business continuity plans while collaborating with the Legal Unit to ensure compliance with local BCP regulations.
- Formulate quarterly Scenario Planning initiatives and design standards, processes, and monitoring metrics for annual BCP testing and training.
- Provide monthly BCP status dashboards and performance inputs to the Operational Risk Committee.
- Ensure all operational incidents are formally reported and subjected to periodic trend analysis for management review.
Qualifications
- Education: A University first degree in business-related fields is required. A post-graduate degree or professional qualification (such as an MBA, MSC, MA, or ML) is compulsory.
- Experience: 1 to 3 years of professional experience within the banking sector.
Knowledge, Skills & Competencies
- Core Knowledge: Deep knowledge of banking operations, bank products, services, and operational processes. Familiarity with current regulatory environments regarding business continuity management within the financial services industry.
- Technical & Soft Skills: Strong quantitative, conceptual, analytical, and problem-solving skills. Proficiency in utilizing computers and core productivity applications like Microsoft Excel and PowerPoint. Excellent interpersonal and professional communication skills.
