Move on Afrika is seeking to engage a highly experienced, results-oriented, and technically competent Technical Specialist (Trade Facilitation / Customs /Systems) to support a short term consultancy assignment.

The Technical Specialist Should Have strong expertise in trade facilitation, customs systems, and cross-border trade processes, with demonstrated experience in analyzing trade systems, digital platforms, and regulatory frameworks that influence trade efficiency and inclusivity. The Specialist should have a solid understanding of regional trade corridors, non-tariff barriers (NTBs), and customs modernization processes within the African context.

The Specialist will work under the overall coordination of the Move on Afrika team and in close collaboration with experts, as well as key stakeholders including government institutions, customs authorities, private sector actors, and development partners.

  • 1Attend technical defence and inception meetings to shape evaluation design, methodology, and stakeholder alignment.
  • Provide technical expertise on;Trade facilitation systems and processes;Customs procedures and border operations; Digital trade systems (Single Window systems, ASYCUDA, and similar platforms)
  • Analyze programme interventions related to: Trade policy reforms;Infrastructure and corridor performance; Digitalization of trade systems
  • Assess trade barriers, including non-tariff barriers (NTBs), administrative bottlenecks, and procedural inefficiencies.
  • Support analysis of cross-border trade dynamics, including trader behavior, trade flows, and system usage.
  • Contribute to the interpretation of quantitative and qualitative data, ensuring technical accuracy and contextual relevance.
  • Support development of a results narrative explaining how trade facilitation interventions contribute to observed changes.
  • Provide inputs into corridor-specific and border-specific analysis across multiple countries.
  • Identify key drivers of change, constraints, and opportunities within trade systems.
  • Contribute to the development of evidence-based, practical recommendations for improving trade efficiency, inclusivity, and system performance
  • Participate in stakeholder consultations and validation workshops, providing technical insights and clarifications.
    • Must hold a minimum of a Master’s degree (required) or Advanced Degree (PhD desirable) in International Trade, Economics, Logistics, Transport, Customs Administration, or a related field.
    • Minimum of 7 years’ proven experience in trade facilitation, customs systems, or cross-border trade operations.
    • Demonstrated experience working with customs and digital trade systems such as Single Window platforms, ASYCUDA, or similar systems.
    • Strong understanding of: Trade policies and regulatory frameworks ;Cross-border trade procedures and documentation ;Non-tariff barriers (NTBs) and trade facilitation reforms
    • Proven experience in trade-related programme implementation, assessment, or evaluation.
    • Familiarity with regional trade corridors in Africa and trade facilitation initiatives is highly desirable.
    • Strong analytical and problem-solving skills, with the ability to interpret complex systems and data.
    • Excellent report-writing and communication skills, with the ability to produce clear, structured, and technical outputs.
    • Experience working with government institutions, customs authorities, private sector actors, and development partners.
    • Fluency in English (required) & knowledge of French is an added advantage.
    • Experience working in multi-country or regional assignments is highly desirable.
