Qualifications

For appointment to this grade a candidate must have: –

  • cumulative service period of eighteen (18) years, three (3) of which should have been in the grade of Director, Peace Building and Conflict Management, CSG 5 or in a comparable and relevant position in the public service;
  • Bachelors degree in any of the following disciplines: Peace and Conflict Management, Peace and Conflict Studies, Political Science, Anthropology, Sociology, Social Work, Law, Diplomacy and International Relations, Public  Administration, Security Studies, Disaster Management Conflict Resolution and Humanitarian Assistance Studies, Natural Resource Management, Project     Management, Strategic Studies, Psychology, Criminology, Police and Military Science or Gender and Development from a university recognized in Kenya:
  • A Master’s degree in any of the following disciplines; Peace and Conflict Studies, Criminology, Anthropology, Sociology, International Conflict Management, International Relations, Law, Conflict Resolution and Humanitarian Assistance, Development Studies, Strategies Studies, Disaster Management, Gender and Development Studies, Strategic Studies, Disaster Management, Gender and Development, Diplomacy, Public Police and Military Science from a university recognized in Kenya;
  • A Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
  • demonstrated high degree of professional competence and administrative capability required for the effective planning, direction, control and coordination of the Peace Building and Conflict Management Function; and
  • thorough understanding of national goals, policies and objectives and ability to relate them to the Peace Building and Conflict Management function and aspirations of Vision 2030.

Duties and Responsibilities

Secretary, Peace Building and Conflict Management will be responsible to the Principal Secretary for providing strategic leadership and policy direction on matters of peace building and conflict management. Duties and responsibilities at this level will include:-

  • coordinating development, implementation, interpretation and review of policies, strategies, laws, regulations, standards, guidelines and mechanisms governing peace building and conflict management;
  • overseeing provision of technical advice to national and county governments on matters of peace and conflict management;
  • promoting conflict prevention, management, resolution, national healing and      reconciliation process;
  • coordinating domestication and implementation of international instruments and regional declarations, protocols, agreements and mechanisms on peace building and conflict management;
  • overseeing capacity building and training for peace stakeholders;
  • coordinating monitoring and evaluation of peace building and conflict management initiatives and programmes;
  • coordinating research, documentation and innovation on peace building and    conflict management agenda;
  • overseeing establishment of linkages and collaborations with relevant development partners and stakeholders in peace building and conflict management;
  • ensuring safe custody of data bank of all development partners and stakeholders involved in peace building and conflict management;
  • coordinating assessment of quality of programs, content and training on peace building and conflict management;
  • undertaking sensitization, publicity and advocacy of training programs on peace building and conflict management;
  • overseeing monitoring and evaluation of training programs on peace building and conflict management for continuous improvement;
  • spearheading development, maintenance and updating of knowledge management repositories on peace building and conflict management to facilitate information sharing;
  • arbitrating and mediating intra and inter-county boundary disputes and conflicts over natural resources;
  • spearheading implementation of a national awareness, sensitization and programmes on peace building and conflict management initiatives;
  • overseeing identification and mapping of hot spot areas;
  • overseeing implementation of peace building and conflict management related multi-agency Memoranda of Understanding (MoUs), Agreements and social       contracts;
  • coordinating multi-agency initiatives on technology and innovations on peace building and conflict management;
  • overseeing customer satisfaction survey on services offered by the Directorate; and
  • spearheading Business Process Re-engineering in the Directorate.
