Key Responsibilities
Financial
- Identify and analyse initiatives that support delivery of projected savings (jointly with user departments and suppliers).
- Negotiate and close sourcing agreements /contracts with suppliers in line with total cost of ownership approach.
- Ensure timely preparation of all procurement plans for goods / services and monitor their mplementation to maintain high service quality.
Customer
- Enhance internal and external customers self-service and build strong effective stakeholder relationships.
- Ensure effective lines of communication between business units and procurement and/or third-party Management teams to prioritize requirements and ensure delivery of gods and services without any delay.
Internal Business Process
- Drive compliance and supply side risk management through audits, process/procedure eengineering, analysis/ reviews, and adherence to regulatory requirements
- Lead and participate in the formulation and implementation of the department strategy to ensure
- the alignment with CIB Kenya strategy.
- Develop and maintain category sourcing framework that supports procurement plans for the
- organization.
- Initiate market intelligence process for updating services and service providers in terms of availability and price changes.
- Ensure that all periodic reports are prepared, validated and communicated in timely manner.
- Establish and maintain tender and procurement process & procedures according to the Bank’s SOPs to ensure alignment with Bank strategy and new market updates.
- Participate and recommend improvements to policies, processes and procedures and manage their implementation to ensure all relevant procedural / legislative requirements are fulfilled.
- Ensure compliance with all relevant CBK regulations, banking laws, AML regulations and internal CIB Kenya policies and code of conduct in order to maintain a sound legal position and mitigate any potential risks.
Functional responsibilities
- Manage, direct and monitor the overall performance of the tender and procurement teams to obtain maximum efficiency, quality, service and profitability for the organisation.
- Manage the end-to-end procurement activities that include quotation process, agreement conclusion and general terms & conditions to ensure smooth workflow of operations.
- Oversee the process of conducting third party onboarding, proposals evaluation, applying selection criteria and issuing the purchase orders to the approved third parties to ensure quality and promptness in all stages.
- Ensure that all third parties are properly registered in alignment with the approved policies and guidelines to mitigate any potential risks.
- Ensure the drafting of effective Requests for Proposals (RFPs), Request for Quotations (RFQs) and Request for Information (RFIs) that accurately reflects business technical and financial requirements, objective evaluation and awarding of best vendors against set criteria.
Qualifications
Academic
- A graduate with a degree in Supply Chain from a recognized university
- Master’s degree an added advantage
Professional Qualifications & Experience
- Professional certification in Chartered Institute of Purchasing and Supply (CIPS) and KISM membership and practitioners license or its equivalent, from a recognized institution.
- Good knowledge of MS office and ERP P2P systems
- Strong analytical and leadership skills
- Strong project management skills
- Excellent negotiation skills
- Highly developed interpersonal and communication skills
- Experience managing internal and external stakeholders.
Desired Work Experience
Have at least 10-12 years’ relevant work experience in procurement/supply chain field
