Duties and Responsibilities
The Members shall, collectively with the Board:
- Establish and abolish offices in the County Public Service;
- Appoint persons to hold or act in offices of the County Public Service, including in Boards of cities and urban areas;
- Exercise disciplinary control over County Public Service officers;
- Promote values and principles of governance and public service under Articles 10 and 232 of the Constitution;
- Advise the County Government on human resource management and development;
- Perform any other functions as conferred under Section 59 of the County Governments Act or any other law.
Requirements for Appointment
A person shall be qualified for appointment if he/she:
- Is a Kenyan citizen;
- satisfies the provisions of Chapter Six of the Constitution;
- has not, at any time within the preceding five years, held office, or stood for election as— a member of Parliament or of a county assembly; or a member of the governing body of a political party;
- is, or as at any time been, a candidate for election as a member of Parliament or of a county assembly;
- possesses a minimum of a bachelor’s degree from a recognised university and working experience of not less than five years; and
- is a professional, demonstrates absence of breach of the relevant professional code of conduct.
