Overall Objective of the Consultancy

To develop a comprehensive M&E framework for the What Works Hub project and to systematically document the key achievements, learnings, and impact stories generated by the Unlocking Data Initiative.

The consultant will be tasked with two primary deliverables:

Develop a Comprehensive M&E Framework

  • Desk Review and Stakeholder Engagement: Conduct comprehensive review of project documents and consultations with project staff, partners, and key stakeholders to understand the project’s goals, theory of change, and logic model.
  • Framework Design: Align the MEL frameworks for initiatives aimed at catalysing evidence. Make the framework clear and practical. The M&E framework should include:
  • Finalized Theory of Change/Logical Framework: Articulating the project’s pathways to impact.
  • Key Performance Indicators (KPIs): Defining SMART indicators for output, outcome, and impact levels.
  • Baseline Data Assessment: Proposing a methodology for establishing baseline values against which progress will be measured.
  • Data Collection Tools and Methods: Designing templates and specifying frequency of data collection.
  • Roles and Responsibilities: Defining who is responsible for collecting, analyzing, and reporting on data.
  • Learning and Adaptation Mechanisms: Embedding processes for using M&E data for real-time program adaptation and iterative learning.

Document Key Achievements and Impact Stories

Data Review and Synthesis: Analyze existing data, reports, and internal documents to identify key results and evidence of impact.
Stakeholder Interviews: Conduct interviews with project beneficiaries, partners, and staff to gather qualitative evidence and personal testimonials.
Impact Story Development: Produce a suite of compelling, evidence-based impact stories and case studies (3-5 detailed stories). These should highlight:

  • The change brought about by the initiative.
  • The data or evidence that proves this change.
  • Powerful quotes and human narratives.
  • Consolidated Report: Create a concise, visually engaging “Achievements Report” that summarizes the initiative’s key outputs, outcomes, and impact, incorporating the developed stories.

Expected Impact

  • Advanced degree in Monitoring & Evaluation, Statistics, Economics, Social Sciences, International Development, or a related field.
  • Proven experience (minimum 5-7 years) in designing and implementing M&E frameworks for complex development projects, preferably in the education or data sector.
  • Demonstrable expertise in both quantitative and qualitative data collection and analysis methods.
  • Strong storytelling and report-writing skills, with a portfolio of previous impact stories or case studies.
  • Excellent facilitation and stakeholder engagement skills.
  • Familiarity with issues related to data for development, education policy, or evidence-based practice is a strong advantage.

Proposed Methodology

The consultant is expected to propose a detailed methodology, but it is anticipated to include:

  • Inception Phase: Document review and initial stakeholder meetings to refine the Scope of Work.
  • Design and Development Phase: Drafting the M&E framework and conducting interviews for impact stories.
  • Validation and Feedback Phase: Presenting drafts to the project team for feedback and validation.
  • Finalization Phase: Incorporating feedback and producing final, polished deliverables.

Duration and Reporting

The consultancy is expected to be completed within 45 working days.

  • The consultant will report directly to the Director of Research and work closely with the project and MEL teams.

  • A technical proposal detailing their understanding of the assignment, proposed methodology, and work plan.
  • A financial proposal with a detailed budget.
