Environment Engineer (National) NGO Job
Responsibilities
Under the overall supervision of the Head of East and Horn Sub Regions and the direct supervision of the Human Settlements Officer, the individual contractor is expected to perform the following tasks:
- Conduct field-level assessments and support baseline environmental diagnostics of the Kiteezi dumpsite.
- Support the design and review of rehabilitation plans, focusing on slope stability, drainage systems, gas venting, and leachate treatment infrastructure in line with the Fukuoka Method.
- Supervise and monitor day-to-day site work and implementation of environmentally critical infrastructure, including leachate ponds, drainage channels, gas ventilation systems, and reinforced slopes.
- Ensure all engineering works comply with environmental safeguards and national regulations on waste management and public safety.
- Provide technical input into construction tender specifications, BoQs, drawings, and quality control measures.
- Conduct soil and waste stability analysis and propose appropriate engineering solutions for waste layer compaction and slope reinforcement.
- Support training and capacity building for KCCA engineers, dumpsite workers, and waste pickers on environmentally sound operations and maintenance.
- Monitor methane emissions and environmental indicators, providing advice on mitigation and containment measures.
- Liaise with the Fukuoka University technical team and Japanese experts to adapt the method to the local terrain and waste composition.
- Contribute to the development and implementation of the dumpsite’s Operation and Maintenance (O&M) Plan.
- Draft technical progress reports and environmental risk updates for UN-Habitat and KCCA.
- Provide technical support during mid-term and final evaluations and contribute to donor reporting as required.
- Any other duties as required.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in environmental science, management, engineering, or a related field is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 2 years of progressively responsible experience in solid waste management, landfill engineering, or environmental infrastructure projects is required.
- Proven ability to coordinate with multiple stakeholders including government, communities, and international partners is required
- Demonstrated knowledge of environmental safeguards, leachate and methane gas management is desirable.
- Experience working in the United Nations Common System or similar international organizations is desirable.
