Duties and Responsibilities;

The Deputy Director Finance will be responsible for the preparation of budget and ensuring ministry’s/departments adherence to budget ceilings. Specific duties and responsibilities at this level shall entail: –

• Assist in the implementation of effective financial management systems and internal controls across all county departments.
• Supervise county revenue collection and accounting operations to ensure efficiency, accuracy, and accountability.
• Support monitoring and control of county expenditures to ensure compliance with approved budget allocations and financial regulations.
• Oversee processing of payments and management of the County Revenue Fund (CRF) and other county bank accounts.
• Facilitate preparation and submission of timely and accurate financial reports and statements.
• Support audit exercises and ensure prompt implementation of audit recommendations.
• Advise departments on financial procedures, expenditure controls, and budget execution.
• Participate in the development and enforcement of financial policies, procedures, and guidelines.
• Supervise, mentor, and build the capacity of finance staff to promote professionalism and performance.
• Liaise with the National Treasury, Controller of Budget, Auditor-General, and other stakeholders on financial matters.
• Act as the Director of Finance in his/her absence or as delegated.

Requirements for Appointment

For appointment to this grade, an officer must:

• Bachelors Degree in Business Administration (MBA), Economics, Finance, Commerce or in a financial-related discipline from a recognized university;
• Masters Degree in any relevant field will be an added advantage.
• Shown outstanding capability in Financial Management.
