  • Bachelor’s degree in Computer Science, Information Technology, ICT, Software Engineering, Information Systems, or an equivalent and relevant qualification from a recognized institution
  • Master’s degree in a relevant ICT-related field is an added advantage
  • At least ten (10) years of relevant professional experience, five (5) of which must be at a senior or supervisory level in ICT or E-Government implementation
  • Demonstrated experience in planning, implementing, and managing ICT systems and digital government platforms
  • Proficiency in project management and ICT infrastructure development
  • Knowledge of relevant national ICT and E-Government policies, standards, and strategies (e.g. National E-Government Strategy, Kenya Digital Economy Blueprint)
  • Proficiency in ICT governance, cybersecurity, data management, and digital transformation tools
  • Coordinate the development and implementation of county E-Government strategies, policies, and standards
  • Supervise the automation and digitization of county services and internal processes
  • Lead the development and maintenance of county e-service platforms and digital infrastructure
  • Ensure data security, privacy, and compliance with ICT regulations and best practices
  • Oversee ICT support services and ensure the availability, integrity, and reliability of digital systems
  • Promote digital literacy and capacity building among county staff and service users
  • Facilitate inter-departmental integration of ICT systems for efficient service delivery
  • Monitor and evaluate the performance of E-Government systems and recommend improvements
  • Coordinate with national ICT agencies (e.g., ICT Authority, Ministry of ICT) on joint initiatives
  • Spearhead innovation and research on new technologies to improve public service delivery
  • Supervise and mentor ICT and E-Government officers under their jurisdiction
  • Prepare regular reports and updates on E-Government programs and performance
  • Plan, monitor and evaluate performance of staff against the set targets.
