Missions / responsibilities
Mission 1: Management
- An exemplary manager: embodies HI’s values on a daily basis and is a role model.
- A manager who conveys meaning: understands the strategy, clarifies it, translates it into operational objectives for his/her team, drives the changes required. Gives purpose to each managerial action. Encourages inter- and intra-divisional exchange of practices. Encourages innovation and risk taking.
- Manager/administrator: organises the operational management of his/her team, structureswork around the processes identified, oversees performance, and facilitates problemsolving.
- No. 1 HR Manager & Coach: contributes to the development of his/her team members, creates the conditions for their commitment, professionalism and dedication to HI. Ensures compliancewith the code of conduct and institutional policies, morale, and the individual and groupbehaviour expected.

Mission 2: Designs the HR part of the STRATOP and Oversees its associated action plan:
- Drafts, revises and implements the HR part of the Programme’s operational strategy(STRATOP) in compliance with HI’s policies and mandate.
- Translates the HR strategy into action plans for the Programme as a whole.
- Advises the Regional/Country Director during major reorganisations of the Programme’shuman resources
- Produces, compiles and analyses standard HR indicators for the Programme’s dashboard;where necessary, creates HR-specific KPI.
- Is responsible for evaluating, mitigating and dealing with the budgetary, security and socialeffects of HI-related risks.
- Represents HI externally with regard to HR aspects and develops the local partnershipsrequired for the development of his/her scope of responsibility.
Mission 3: Rolls out Standards, contributes to HI’s Expertise and Accountability in his/her scope of responsibility:
- Is responsible for the deployment and monitoring of the quality of all HI’s HR policies,processes and tools in his/her Programme. Is responsible for drafting, updating andenforcing the Programme’s HR framework documents (Specific Terms and Conditions of Engagement [CSE] for International Staff, Terms and Conditions of Engagement / Termsand Conditions of Employment for National Staff, Internal Regulations, disciplinaryframework etc.).
- Assists and supervises his/her team with the adaptation and contextualisation of HRframeworks
- Is responsible for the legal and regulatory monitoring of the entire
- Is responsible for the quality and observance of the programme’s auditing, internal controland archiving procedures
Mission 4: Operational implementation of HR
4.1: Oversees the dimensioning and quality of Programme resources:
- Supports members of the Executive Team with the organisation of communication anddecision-making channels to build team organisation charts and adapt HR needs: teamstaffing, profiles, workforce etc.
- Ensures the quality and updating of
- In conjunction with the Finance Manager draws up the HR budget for project proposals,and coordinates the budgetary management of the staff wage bill, projects and theprogramme.
- Is responsible for the programme’s remuneration and social benefits system (policy,processes, tools); monitors contextual factors that influence remuneration.
- Monitors employer diversity policies: Disability (BeHInclusive), Gender, Age.
- Oversees advice for the HR part of local partnerships: evaluation, support/training, legalobligations, contract review.
- Manages and ensures the quality of the Programme’s recruitment policy and is responsiblefor the sourcing process
- Coordinates the HR reporting schedule in place on the Programme and in accordance withHI’s global HR deadlines.
4.2: Oversees the Programme’s Career Management and Skills Development systems:
- Is responsible for the quality and implementation of the Programme’s HR cycle includingthe career-management and mobility policy
- Facilitates, coordinates and ensures the implementation of the skills-development strategyfor the Programme as a whole
4.3: Coordinates and guarantees the quality of the Programme’s administrative management for all members of staff.
- Represents HI at public administrative bodies
- Establishes and monitors the contractual system for the Programme’s national staff. Isresponsible for the implementation and quality of the Programme’s physical and mentalhealth policy in line with HI standards.
- Is responsible for the quality and compliance of the payroll process for the Programme’sNational Staff
- Is responsible for the archiving process for HR documents
- Is responsible for implementing the movement policy for International Staff (R&R, visas etc)
4.4: Assists managers on his/her Programme with the implementation of HI’s HR policies:
- Ensures or participates in the communication of HI policies and frameworks to managers:explains, clarifies, answers questions
- Is responsible for monitoring the correct application and compliance of HR frameworks andpolicies by managers
- Ensures the deployment of Manager 2.0 policies and tools on the programme
4.5: Legal and social aspects: is responsible for maintaining the social environment and ensuring the Programme’s compliance with the legal HR framework.
- Is responsible for the existence, legal compliance and implementation of a staff-representative system within the Programme and represents HI on these bodies
- Is responsible for informing staff on the Programme
- Ensures that contracts with local legal advisors specialising in employment law are in place.
- Oversees the management of disputes with HI staff or third parties.
4.6: Supports the Country/Regional Manager with the deployment of the HR part of the Code of Conduct and the PSEA, the Fraud and Corruption Policy and other institutional policies
Mission 5: Emergency preparedness and response
Oversees emergency preparedness actions in his/her department and, in the event of an emergency, reorganises the priorities of his/her team in accordance with the humanitarian imperative, in order to ensure a rapid and effective response by HI
Skills
- Ability to help team members progress: to develop the autonomy of his/her team members
- Ability to make decisions and move forward
- Ability to simplify and prioritise
- At least 5 years of professional experience in humanitarian / emergency contexts
- At least 2 years of experience in management of field bases and/or programs.
- Solid work experience in one or more core sectors is a strong asset: health (physical rehabilitation, P&O, psychosocial support), disability mainstreaming / inclusion, and/or livelihoods, or education.
- Strong team management and organizational skills
- High level of autonomy and initiative
- Strong internal and external coordination and representation skills, strong interpersonal and intercultural skills
- Ability to work under high pressure
- High level of motivation and proactivity
- Fluency in oral and written English is compulsory, Arabic skills are a strong asset
