We are seeking a highly motivated and experienced Volunteers Manager to establish and lead this new department. The ideal candidate will bring extensive experience in managing local and international volunteers, familiarity with Kenya’s regulatory frameworks for foreign nationals, and strong program design skills.

The Volunteers Manager will oversee all aspects of volunteer engagement – from recruitment, onboarding, and placement to monitoring, welfare, and reporting. This is a pioneering role that will shape the future of JJF’s volunteer engagement strategy.

  • Design and operationalize JJF’s Expatriate Volunteer Program in alignment with organizational strategy and Kenya’s NGO and immigration regulations.
  • Develop systems, policies, and procedures for volunteer management, safety, and compliance.
  • Build partnerships with international agencies, diplomatic missions, and retiree associations to attract skilled volunteers.
  • Coordinate onboarding, orientation, and welfare of volunteers during their service in Kenya.
  • Monitor, evaluate, and report on volunteer impact against defined indicators.
  • Supervise and mentor local support staff within the Volunteer Program Department.
  • Bachelor’s degree in Program Management, Development Studies, International Relations, or related field (Master’s preferred).
  • At least 5 years’ experience in volunteer management or expatriate coordination within NGOs, embassies, or international development agencies.
  • Excellent understanding of Kenya’s legal requirements for foreign volunteers (Immigration Act, NGO Coordination Board guidelines, and labor law).
  • Proven capacity to set up and manage new institutional departments.
  • Excellent intercultural communication, diplomacy, and people management skills.
  • Strong commitment to humanitarian values and the principles of volunteerism.
