Qualifications

For appointment to this grade, a candidate must have: –

• cumulative service period of fifteen (15) years, two (2) years of which must be in the grade of Assistant Director Probation, CSG 7 or in a comparable and relevant position in the public service;
• a Bachelors degree in any of the following disciplines: Social Work, Sociology, Criminology, Law, Counselling Psychology, Social Psychology or equivalent qualification from a university recognized in Kenya; and
• demonstrated professional competences and managerial ability as reflected in work performance and results.

Duties and Responsibilities

An officer at this level may be deployed at the Headquarters, Regional Offices or Probation Institution.

At Headquarters

Duties and responsibilities at this level will include: –

• coordinating the development, implementation and review of Probation and Aftercare policies;
• ensuring compliance to the presentence, bail, sentence review, release boards and Power of Mercy function;
• coordinating the preparation of supervision reports form field stations;
• spearheading the designing, piloting and dissemination of offender specific intervention models;
• coordinating the analysis of efficacy of offender treatment interventions from the field stations;
• coordinating and implanting ratified International Conventions on offender management;
• spearheading the development and maintenance of data bank on case committees and their membership;
• guiding on the compilation of a list of case committees’ members for gazettement;
• coordinating the analysis of case committees reports and recommendations for the National Probation Case Committee;
• spearheading the designing, piloting and disseminating of crime prevention strategies and peace keeping activities;
• coordinating the development and implementation of child and youth justice strategies;
• interpreting and disseminating offenders’ data and programs to relevant government agencies and stakeholders; and
• directing surveys and reviews on offender and victim’s’ services programs;

At Regional Offices

Duties and responsibilities at this level will include: –

• coordinating Community Service Order and Probation and aftercare functions
• facilitating the preparation and presentation of reports for special needs offenders;
• overseeing the implementation of restorative justice programs;
• facilitating the identification, engagement and induction of Community Probation Volunteers;
• overseeing supervision and strengthening Community Probation Volunteer program; and
• facilitating, organizing and participating in case conferences and case committees.

At Probation Institutions

Duties and responsibilities at this level will include: –

• coordinating admission, assessment and classification of probationers;
• spearheading the development, implementation and reviewing of supervision plans for all probationers admitted to the institutions;
• ensuring temporary safe accommodation and provision of basic amenities for all probationers admitted;
• coordinating offender Vocational training, rehabilitation, treatment and reintegration programs;
• coordinating stakeholder engagement on offender management;
• coordinating supervision of offenders in accordance with risk levels;
• guiding on implementation of recommendations of case committees and management committees;
• facilitating formal education for school going probationers as well as relevant skills training;
• facilitating empowerment of offenders for resettlement; and
• preparing periodic progress reports
