Nature of the Post

This position is central to improving the collection, management, analysis, and dissemination of information that underpins effective humanitarian response coordination. You will support the establishment and maintenance of robust tools and platforms, enable evidence-based planning and advocacy, and lead efforts to train and build capacity among partners. Your outputs will support the clusters in meeting the objectives of the Humanitarian Response Plan (HRP), enhance donor confidence, and foster transparent and efficient coordination.

Key Objectives

  • Improve the accuracy, timeliness, and efficiency of data collection and management across the Protection, Site Management, and Shelter/NFI Clusters.
  • Enhance evidence-based reporting and advocacy through compelling narrative reports and visualized data products.
  • Maintain and innovate information management systems using tools such as ActivityInfo, PowerBi, KoBo, and Klaviyo.
  • Support strategic decision-making and planning through in-depth data analysis and collaborative reporting.
  • Ensure harmonization of data standards, assessment tools, and reporting templates across all three clusters.

Core Responsibilities

  • Under the supervision of the Senior Protection Cluster Coordination Officer and in collaboration with the Site Management and Shelter/NFI Cluster Coordinators, the Associate Information Management Officer will:

Information Management Systems

  • Maintain and enhance data collection systems including ActivityInfo 5Ws, KoBo forms, and PowerBi dashboards.
  • Adjust and adapt tools in response to evolving operational needs.
  • Improve stock mapping, post-distribution monitoring, and partner engagement analysis tools.

Data Analysis and Reporting

  • Analyze partner reports and provide visualized and narrative outputs to support coordination and advocacy.
  • Compile response monitoring data for OCHA, the Refugee Consultation Forum, and quarterly factsheets for the Global Shelter Cluster.
  • Deliver analytical reports and dashboards to inform joint planning, including HRP and CERF funding appeals.

Coordination Support

  • Liaise with 18 sub-national coordinators to gather timely field reports and gap analysis.
  • Manage contact lists, attendance records, and meeting documentation across the Tri-Cluster network.
  • Represent the Tri-Cluster in Information Management Working Groups and relevant forums.

Capacity Building

  • Design and deliver training modules on data management, visualization, and the use of information management tools.
  • Support partners in adopting standardized methodologies and data protection protocols.
  • Strategic Planning and HRP Contribution
  • Support development and implementation of the HRP 2026, including severity analysis, People in Need (PiN) calculations, and activity-based costing.
  • Operationalize the Shelter Severity Classification (SSC) and contribute to strategic prioritization at the locality level.

Advocacy and Communications

  • Develop compelling content and visualizations to communicate needs and response efforts to external stakeholders.
  • Utilize Adobe Creative Suite to produce donor-friendly materials and amplify the visibility of Sudan’s humanitarian situation.

Platform Management

  • Regularly update the Sudan pages on the Global Cluster portals and ReliefWeb.
  • Ensure timely uploading of key documents, maps, tools, and contact lists to foster transparency and accessibility.

Strategy Development

  • Lead the creation and operationalization of a national information management strategy across the three clusters.
  • Standardize data collection and reporting formats to promote consistency across partner organizations.

Other Duties

  • Handle sensitive data with confidentiality and adherence to data protection principles.
  • Perform additional tasks as required to support the coordination of the Tri-Cluster response.

Experience:

  • Minimum of 6 years of relevant experience (or 4 years with an advanced university degree).
  • Proven proficiency in tools such as ActivityInfo, PowerBi, KoBo, Klaviyo, and ArcGIS.
  • Demonstrated ability to produce high-quality reports and advocacy materials using Adobe Creative Suite.
  • Prior engagement with the UN system, particularly in Cluster Coordination and Humanitarian Programme Cycle (HPC) contexts.
  • Experience working with diverse stakeholders, including international NGOs, donors, and government entities.
  • University degree in information technology, demography, statistics, social sciences, or related fields.
  • Excellent English communication skills, both written and verbal.
  • Advanced knowledge of Microsoft Excel (pivot tables, power queries, functions).
  • Expertise in data transformation, visualization, and analytics, particularly using PowerBi and DAX.
  • Proven ability to manage confidential data and implement data protection protocols.

Desirable Competencies:

  • Participation in relevant UNHCR trainings such as the Operational Data Management Learning Programme.
  • Knowledge of shelter standards, guidelines, and indicators.
  • Experience with website content management systems like Drupal.
  • Demonstrated ability to work harmoniously in multicultural teams and inter-agency settings.
  • Strong organizational skills with a track record of meeting tight deadlines and managing multiple priorities.
  • Adaptability and innovation in response to shifting operational environments.
