ABOUT THE ROLE
Delta Energy Systems is seeking a qualified and experienced Technical Health and Safety Officer to join our team. The successful candidate will be responsible for ensuring full compliance with occupational health and safety regulations, with a specific focus on electrical, electronic and telecommunications environments. This role bridges operational safety execution and regulatory governance, ensuring a safe workplace across all company sites.
Key Responsibilities
1. REGULATORY COMPLIANCE & GOVERNANCE
- Ensure absolute alignment with the Kenya Occupational Safety and Health Act (OSHA 2007), WIBA 2007, NEMA, ERC/EPRA and client HSE requirements.
- Establish and chair the mandatory workplace safety committee (Legal Notice No. 31/2004 for sites with >20 employees).
- Lead mandatory annual statutory safety and health audits with DOSHS-approved advisors.
- Formally notify DOSHS and the local labour office of dangerous occurrences using prescribed statutory forms.
2. TECHNICAL RISK MITIGATION
- Conduct daily hazard identification on electrical installations, electronics assembly lines, telecom equipment and towers.
- Enforce Lock-Out/Tag-Out (LOTO) procedures on high-voltage systems, switchgears and power distribution units before maintenance or energization.
- Manage specialized risk protocols for working-at-heights on telecom masts and tower rigging operations.
- Implement monitoring frameworks for Radio Frequency (RF) electromagnetic radiation exposure among field engineers.
- Oversee chemical handling, ventilation controls and anti-static ESD safety standards in assembly plants.
3. HEALTH & SAFETY MANAGEMENT
- Develop, implement and review the company’s HSE management systems in line with ISO 14001.
- Conduct risk assessments, Job Hazard Analyses (JHAs) and site inspections to identify threats to life and property.
- Enforce use of PPE, barricading, signage and exclusion zones around live works.
- Develop and test emergency response/evacuation plans; organize fire drills and coordinate with emergency teams.
- Lead incident investigations (accidents, near-misses, equipment failures) using NEBOSH root-cause analysis methodologies.
- Maintain HSE documentation including risk assessments, permits, safety plans, accident records and environmental monitoring data.
- Ensure statutory inspections of lifting equipment, vehicles, electrical tools, fire extinguishers, first aid kits and rescue equipment.
4. TRAINING & TEAM LEADERSHIP
- Design and deliver safety training modules covering electrical safety, LOTO, emergency response, fire safety, first aid, tower rescue and PPE usage.
- Conduct safety inductions, toolbox talk for employees and contractors.
- Verify competency and certification of engineers, technicians, riggers and other workers.
- Manage procurement and allocation budget for specialized, non-defective PPE.
5. REPORTING & COMMUNICATION
- Document all required site information in technical reports.
- Prepare and mount safety signs at appropriate hazard locations.
- Collaborate with law enforcement and investigators on workplace accident cases.
- Attend occupational safety seminars to update job knowledge.
Qualifications
EDUCATION
- Bachelor’s degree (or Diploma) in Electrical Engineering, Electronic Engineering, Telecommunications, or an equivalent technical field.
MANDATORY CERTIFICATIONS
- NEBOSH International General Certificate (IGC) in Occupational Health and Safety.
- OSHA 30-Hour General Industry Certificate (or equivalent compliance certification).
- Registered (or eligible for immediate registration) as an OSH Advisor/Auditor with DOSHS Kenya.
EXPERIENCE
- Minimum 3-4 years of practical HSE experience in telecom deployment, electronics manufacturing or power distribution.
- At least 2 years in a supervisory or managerial role.
- Proven background tracking safety metrics across live telecom network rollouts or complex electronic test beds.
TECHNICAL KNOWLEDGE
- Deep understanding of electrical safety codes, RF radiation safety and working-at-heights protocols.
- Thorough operational knowledge of Kenyan labour laws, factory inspections and contractor safety management.
ADDITIONAL REQUIREMENTS
- First Aid Training & Fire Management certification.
- Incident and accident investigation proficiency.
