Principal Planning & Compliance Officer Job

Duties and responsibilities at this level will entail:

  • Developing, implementing and reviewing policies, strategies, standards and guidelines on monitoring and evaluation.
  • Coordinating the development of work plans and aligning them to the budget.
  • Coordinating the development, implementation, review and monitoring of the Strategic Plan, Service Charter and performance contracts.
  • Coordinating the preparation of annual and progress reports on Medium Term Plans in line with the Strategic Plan.
  • Coordinating the preparation and implementation of the Quality Management Systems (QMS) through quality assurance programmes.
  • Developing, implementing and reviewing the risk management framework and monitoring the implementation of the Integrated Quality Management Systems (IQMS) and other Business Process Re-Engineering (BPR) initiatives.
  • Developing standard operating procedures for monitoring and evaluation.
  • Coordinating the project prioritization process for MTEF in accordance with the budget calendar.
  • Coordinating internal and external integrated quality management systems audits and certification.
  • Coordinating the monitoring and evaluation of the annual work plans and performance management.
  • Coordinating monitoring and evaluation of programmes and projects.
  • Evaluating the outputs, outcomes and impact of projects and programmes.
  • Developing a robust e-platform to monitor the implementation of projects and programmes.
  • Designing and developing monitoring and evaluation systems.
  • Coordinating the preparation of monitoring and evaluation reports.

For appointment to this grade, an officer must have:

  • Served for a minimum period of eight (8) years, three (3) of which should have been in a management position.
  • Bachelor’s degree in any of the following fields: Economics, Statistics, Mathematics, Commerce, Finance, Project Planning and Management, Business Management/Administration, Applied Research or equivalent qualification from a recognized institution.
  • Master’s degree in any of the following fields: Economics, Statistics, Mathematics, Commerce, Finance, Project Planning and Management, Philosophy in Economics, Public Policy, Strategic Management, Business Management/Administration, Applied Research or equivalent qualification from a recognized institution.
  • Membership to a relevant professional body in good standing.
  • Certificate in Management course lasting not less than four (4) weeks from a recognized institution.
  • Proficiency in computer applications.
  • Met the requirements of Chapter Six of the Constitution.
  • Demonstrated merit and ability as reflected in work performance and results.
