 Job Purpose

Oversee the effective management of human resource function to drive the Institute’s capability and operational excellence in line with best practices, relevant employment legislations.

Duties and Responsibilities

  • Coordinate the development, implementation and review of policies, strategies, regulations, guidelines, standards and procedures on human resource and development;
  • Advise on matters pertaining to human resource management and development;
  • Spearhead human resource training and development programmes;
  • Coordinate the development, implementation and review of staff performance management system;
  • Administer employee benefits and remuneration;
  • Manage industrial relations issues and welfare of staff;
  • Coordinate the preparation of human resource plans and succession management strategies;
  • Manage staff disciplinary process and grievances;
  • Ensure staff mental wellness is prioritized and well taken care of;
  • Recommend performance improvement strategies that are adaptive to changing environment and technology;
  • Manage counselling services;
  • Implement organizational development and change management initiatives;
  • Develop and manage staff welfare schemes such as Group Personal Life and accident, medical or insurance schemes;
  • Develop and maintain the Human Resource Management Information System; and 
  • Ensure compliance with human resource statutory and regulatory requirements.

Requirements for Appointment
For appointment to this grade, a candidate must have: –

  • Bachelor’s Degree in any of the following disciplines: – Human Resource Management, Business Administration/Management (Human Resource Management option) or equivalent qualifications from a recognized institution;
  • Master’s Degree in any of the following disciplines: – Human Resource Management, Human Resource Development, Business Administration/ Management (Human Resource Management Option) or equivalent qualification from a recognized institution;
  • Cumulative service period of twelve (12) years relevant work experience, three (3) of which should have been at the level of Principal Human Resource Management Officer II or in a comparable position
  • Certified Human Resource Professional (CHRP);
  • Management course lasting not less than four (4) weeks from a recognized institution;
  • Membership to a professional body in good standing where applicable;
  • Proficiency in computer applications; and
  • Demonstrated a high degree of professional competence and administrative capability as reflected in work performance and results.
