Job Specifications

At this level, duties and responsibilities include:

  • Implementing human resource strategies, policies, procedures, and systems
  • Supervising Human Resource Management and Development activities within assigned areas
  • Participating in recruitment and selection processes
  • Supervising induction and onboarding programmes within the Authority
  • Analyzing utilization of human resources and advising on proper deployment
  • Managing payroll processes
  • Identifying, designing, and implementing training programmes based on assessed needs
  • Coordinating and ensuring regular updates of the Human Resource Information System (HRIS)
  • Participating in the review of career guidelines for Authority staff
  • Participating in job evaluation exercises within the Authority
  • Carrying out mentoring, coaching, and counseling programmes
  • Identifying and implementing training programmes
  • Preparing and submitting statutory deductions
  • Preparing and submitting progress reports
  • Reconciling staff complement and establishment

For appointment to this grade, an officer must have:

  • A cumulative service period of nine (9) years of relevant work experience, three (3) years of which must have been served at the grade of Senior Human Resource Management and Development Officer or in a comparable position
  • A Bachelor’s Degree in Human Resource Management or an equivalent qualification from a recognized institution

OR

  • A Bachelor’s Degree in Public Administration, Sociology, Business Administration, or an equivalent qualification from a recognized institution plus a Diploma in Human Resource Management from a recognized institution
  • Certification as a Certified Human Resource Professional (CHRP) from a recognized institution
  • Membership to the Institute of Human Resource Management (IHRM) and in good standing
  • A Management Course lasting not less than four (4) weeks from a recognized institution
  • Proficiency in computer applications
  • Demonstrated merit and ability as reflected in work performance and results

Successful candidates MUST satisfy the requirements of Leadership and Integrity set out in Chapter Six (6) of the Constitution of Kenya, 2010 and shall be required to present the following documents before the offer letter.

  • Tax Compliance Certificate from Kenya Revenue Authority (TCC);
  • Certificate of clearance from Higher Education Loans Board (HELB);
  • Certificate of good conduct from the Directorate of Criminal Investigations (DCI);
  • Dully filled and stamped Self-Declaration/Clearance from the Ethics and Anti-Corruption Commission (EACC); and
  • Clearance certificate from approved Credit Reference Bureau (CRB).
