Position Summary
- The Medical Epidemiologist will be seconded to the Ministry of Health to coordinate national surveillance activities across NASCOP, NPHI, and partner institutions (CDC, UCSF, CIHEB, Palladium and others.
- This position provides technical leadership and coordination for implementation of the national case surveillance strategy, ensuring integration with digital health platforms (including the National Data Warehouse and EMRs), strengthening passive and sentinel surveillance, and supporting real-time public health intelligence.
- The incumbent will ensure alignment with national surveillance priorities, facilitate data-driven response, and enhance partner coordination under the leadership of MOH/NASCOP.

Reporting And Supervision
- Reporting to the Data Demand and Information Use Lead the Medical Epidemiologist will provide technical leadership and coordination for implementation of the national case surveillance strategy, ensuring integration with digital health platforms (including the National Data Warehouse and EMRs), strengthening passive and sentinel surveillance, and supporting real-time public health intelligence.
Primary Duties And Responsibilities
- Coordination and Strategic Leadership
- Provide overall coordination and leadership for surveillance activities across NASCOP, NPHI, CDC, UCSF, CIHEB, Palladium, and other partners.
- Support implementation of the national case surveillance strategy, ensuring alignment with MOH priorities and integration with existing surveillance frameworks.
- Convene and strengthen national and regional Technical Working Groups (TWGs) and ensure effective partner coordination and reporting.
- Facilitate routine convening of national and regional Technical Working Groups (TWGs) on surveillance to review data, track implementation progress, and identify response actions.
- Promote integration of case surveillance with other surveillance streams (syndromic, sentinel, and indicator-based) and across programs such as HIV, TB, and emerging diseases.
- Technical Support and Systems Strengthening
- Provide epidemiologic and technical input in the design, rollout, and improvement of surveillance systems and protocols.
- Promote use of digital platforms such as EMRs and the National Data Warehouse for automated case detection, integration, and real-time data monitoring.
- Support ini tiatives to improve data quality, interoperability, and sustainability of surveillance systems.
- Data Use, Analytics, and Dissemination
- Lead analysis, visualization, and interpretation of surveillance data to generate actionable insights.
- Produce and disseminate regular data products, including bulletins, briefs, and dashboards for decision-making.
- Strengthen feedback and early warning mechanisms between national and county levels to support timely response.
Capacity Building and Mentorship
- Mentor NASCOP program & SI staff and county staff including surveillance focal persons on case detection, verification, and data-driven response.
- Support development and rollout of standardized tools, job aids, and SOPs for surveillance officers, clinicians, and data teams.
- Promote sustainability through institutional capacity building of TWGs and surveillance units.
- Partnership, Communication, and Representation
- Represent NASCOP and MOH in national and partner coordination forums.
- Foster collaboration and alignment among stakeholders to advance surveillance goals.
- Facilitate coordinated planning, partner alignment, and joint progress reviews across all surveillance initiatives.
- Advocate for sustained investment in surveillance systems, including digital infrastructure and workforce development.
- Ensure surveillance-related communication and reports are reviewed and disseminated through official MOH channels.
Required Qualifications And Experience
- Bachelor’s degree in health-related courses. A master’s in public health, Epidemiology, Biostatistics, FELTP or related field is desired.
- At least 8 years progressive public health experience and/or health information systems experience within the HIV/TB program in Kenya.
- Experience leading HIV case surveillance and/or Health Management Information Systems to support PEPFAR priorities at National and County levels is required .

- Ability to translate epidemiologic data into actionable public health intelligence.
- Strong writing, analytical, and presentation skills.
- Demonstrated commitment to MOH-led, partner-supported sustainability approaches.
