Key Responsibilities
Building the HR Function
- Establish HELGA’s HR infrastructure from the ground up: policies, procedures, documentation systems (digital and physical), and the HRIS that holds it all together
- Develop the HR Manual, Code of Conduct, Safeguarding Policy, Leave Policy, and all supporting documents — drafting, consulting, finalizing, and embedding them in the
- organisation’s practice
- Advise management on organisational structure, staffing levels, and workforce planning as the programme grows
Managing the Full Employee Lifecycle
- Own every stage of the employee experience: attraction, recruitment, onboarding, performance management, development, and — when necessary — exit
- Coordinate induction processes that genuinely orient new staff to HELGA’s values, safeguarding requirements, and operational norms — not just a stack of forms to sign
- Handle employee relations matters with the professionalism, impartiality, and sensitivity they require
Recruitment & Talent
- Lead all recruitment processes from job description through to offer, ensuring that hiring is fair, transparent, well-documented, and compliant with donor and audit

- Support line managers in thinking clearly about what they actually need — and help them find it
Payroll & Compliance
- Coordinate payroll preparation with Finance, ensuring staff data, timesheets, and leave records are accurate and up to date every month
- Manage all statutory obligations — NSSF, SHA, PAYE, and any others — with zero tolerance for error or delay
- Administer employee benefits and insurance in line with HELGA’s commitments and Kenyan labour law
Safeguarding, Wellbeing & Culture
- Be the organisational focal point for safeguarding: training, reporting mechanisms, and investigations handled in strict accordance with policy
- Champion a workplace culture that is respectful, inclusive, and genuinely good to work in — and flag it loudly when it is not
- Support staff wellbeing not as a tick-box exercise, but as a core part of what it means to work at HELGA
Reporting & Audit
- Produce HR reports for management, consortium partners, and donors — tracking staffing levels, turnover, leave, and training completion
- Ensure that HR documentation is consistently audit-ready and that any HR-related audit queries are answered quickly and accurately
Qualifications
Essential
- A Bachelor’s degree in Human Resources Management, Industrial Relations, Business Administration, or equivalent
- Three to five years of hands-on HR experience, ideally within an NGO or donor- funded programme environment
- Solid working knowledge of Kenyan labour law and how it applies day-to-day
- Demonstrated ability to build HR systems and processes from scratch — not just maintain what already exists
Desirable
- Professional HR certification: IHRM/CHRP(K), SHRM, or CIPD — any of these signals the level of professional commitment we are looking for
- Experience in a multi-partner or consortium programme environment where HR interfaces with external compliance requirements
