Job Purpose:
- The Data Governance Manager is a critical leadership role responsible for defining, implementing, and enforcing the enterprise-wide data governance framework, policy and procedure.
- This role ensures that the Banks’s data assets are managed, protected, and utilized effectively to achieve strategic objectives, maintain regulatory compliance, and drive business value.
- The Manager will champion a data-driven culture, promoting data quality, integrity, security, and accessibility across all business units in conjunction with the Head of Data Governance and Data Quality Manager.

Key Responsibilities:
Data Governance Strategy and Framework:
- The Manager is responsible for assisting in developing and articulating the enterprise data governance strategy, vision, and roadmap, ensuring its direct alignment with the overall business strategy and evolving regulatory requirements.
- Establishing the formal data governance operating model, clearly define and manage data ownership and stewardship roles, and robust accountability structures.
- Furthermore, a key function is to define key performance indicators (KPIs) and key risk indicators (KRIs) to effectively measure the program’s success and report progress, risks, and achievements to executive leadership.
Policy and Process Development:
- Design, documentation, and implementation of comprehensive data governance policies, standards, and procedures that govern data handling, usage, and lifecycle management throughout the Bank.Â
- The Manager must define and implement clear data ownership and stewardship models, ensuring that accountability for critical data elements is established and maintained across all business units.
- Manage Version Controls of all Data Governance and Data Quality documentation.
Data Quality Management:
- Establishing and monitoring data quality standards, metrics, and monitoring mechanisms for all critical data elements.Â
- Collaborating with data owners and stewards to identify, analyze, and resolve data quality issues, including conducting thorough root cause analysis and implementing effective corrective actions.Â
- Managing data quality improvement initiatives, ensuring continuous improvement in the reliability, accuracy, and fitness-for-use of enterprise data.
- Leading the Data Stewards Working Group ensuring data in every department is of high quality.
Data Security, Privacy, and Compliance:
- Ensuring compliance with all relevant data protection regulations and industry standards (e.g., KDPA, Prudential Guidelines, Computer misuse and cybercrime act, etc.).Â
- The Manager will work closely with Information Security and Legal teams to develop and enforce robust data security and privacy policies, controls, and procedures.
- A continuous focus on risk management is essential, which includes supporting the Information Security Team in identifying, monitoring and reporting on data-related risks, such as access controls, data encryption, and other security measures designed to mitigate potential threats. manage data sensitivity and ensure appropriate access controls are applied.
Metadata Management and Documentation:
- The Manager is responsible for implementing metadata management processes to accurately capture and maintain data lineage, definitions, and dependencies.Â
- Establishing and managing data dictionaries, business glossaries, and data cataloging tools to facilitate data discovery, understanding, and documentation across the enterprise.
- By promoting metadata standards and best practices, the Manager ensures the consistency and interoperability of data assets, enhancing their value to the organization.
Education, Awareness, and Change Management:
- Developing and delivering training and guidance programs to employees on data governance principles, policies, and procedures.Â
- Actively foster a culture of data stewardship, collaboration, and continuous improvement by raising awareness of the importance of data management best practices.
- The Manager serves as the primary liaison between business, IT, and legal stakeholders, ensuring that all data governance initiatives are effectively communicated and meet organizational needs.
Key Duties:
- Data Documentation: Assist DGO in developing and maintaining the bank’s data framework, policies, procedures, standards and metrics.
- Regulatory Compliance:Â Ensure compliance with regulatory and internal risk management data standards. Â Â
- Data Stewardship:Â Manage data stewardship programs to drive accountability especially with data quality principles.
- Data Quality Management:Â Develop and implement and monitor data quality controls, standards and metrics across the bank.
- Training & Awareness:Â Build a culture of data responsibility through continuous data quality trainings and stakeholder engagements.
- Stakeholder Engagements:Â Engage with various stakeholders in the Bank.
Academic Qualifications:
- The ideal candidate will possess a bachelor’s or master’s degree in information management, Computer Science, Business Administration, data management or a related quantitative field.
Professional Qualifications / Membership to professional bodies/ Publication:
- Certifications are desirable, particularly the Certified Data Management Professional (CDMP®), DCAM or Other relevant certifications will be considered a significant asset.
Work Experience:
- The candidate should have a minimum of 5-7 years of progressive experience in data management, data governance, or a related field, with a proven track record in developing, implementing, and managing an enterprise-wide data governance program.Â
- Demonstrated success in leading cross-functional teams and managing complex data-related projects.
- A strong foundation is required, including extensive knowledge of data management principles, frameworks, and best practices, such as those outlined by DAMA International.

- Strong analytical and problem-solving skills.
- Excellent communication and stakeholder management.
- Deep understanding of data quality and metadata management.
- Ability to lead cross-functional initiatives.
- Knowledge of data privacy and compliance regulations.
- Familiar with Data Governance tools and technologies.
- Proficient in using data analysis and reporting tools to monitor and communicate data governance metrics.
