Mandatory Requirements

For appointment to this grade, an officer must have: –

  • Bachelor’s degree in Electrical/Electronic/Telecommunications Engineering, Commerce, Economics, Statistics or any other related field from a recognized institution;
  • Master’s degree in Electrical/Electronic/Telecommunications Engineering, Economics,Commerce or equivalent qualification from a recognized institution
  • Attained Twelve (12) years relevant work experience in Public service or Private sector, three (3) of which should have been in supervisory position or in comparable position;
  • Membership to a relevant professional body where applicable,
  • Leadership Certificate Course lasting not less than four (4) weeks from a recognized institution;
  • Served for atleast Three(3) years in the current grade of principal Officer or equivalent
  • Shown merit and ability as reflected in work performance and results.
  • Fulfilled the requirements of Chapter Six (6) of the Constitution of Kenya 2010.

Duties & Responsibilities

An officer at this level will work with the guidance of the Deputy Director. The duties and responsibilities for this position shall entail: –

  • Providing leadership and oversee the day-to-day management of postal/courier licensing, ecommerce and National Addressing System (NAS) including postcode affairs
  • Managing the function of postal/courier License development
  • Directing the development of new Licenses by providing technical input with regards to the market’s structures
  • Providing support in dispute resolution with regards to interpretation of License conditions, management of addressing, ecommerce and postcode operations
  • Maintaining License registers and ensuring its integrity.
  • Developing, validating and implementing a roadmap and for NAS activities.
  • Developing, validating and implementing a roadmap and for e-commerce activities.
  • In liaison with county addressing units to manage national addressing database at national level.
  • Working with the County Addressing Units (CAUs) counties and Address Implementation Teams (AITs) at the sub-county level to locate and name roads in accordance with national standards and guidelines;
  • Oversee compilation and maintenance of an electronic database of property addresses in the country at national level from counties
  • Ensure the National Communications Addressing and Numbering Plan (NCANP) is updated from time to time with addresses and postcodes as may be necessary
  • Instituting fines for continued non-compliance in addressing and ecommerce activities
  • Identifying specific national interest, developing national positions and champion the same at international fora, treaty and non-treaty conferences
