Responsibilities
HS&E Systems Implementation & Oversight
- The Manager is responsible for managing the implementation and continuous improvement of CARE’s Health, Safety, and Environmental (HSE) management systems for fleet safety. This includes supporting the design of policies and standard operating procedures (SOPs), applying frameworks developed in consultation with CARE’s internal and external HSE stakeholders, and ensuring their consistent application across Country Offices. A key component of this role is the development and maintenance of a standing capacity building program that equips Country Leadership Teams with the knowledge and tools needed to implement HSE systems effectively and sustainably.
- To support operationalization, the Manager develops practical guidance, key performance indicators (KPIs), and audit tools that Country Offices can apply, and monitors their implementation through regular reporting and field engagement. By consolidating performance data and identifying trends, the Manager provides Country and Regional Directors, as well as SOAR leadership, with clear insights into risk exposure, compliance levels, and areas requiring improvement. Success in this role depends on strong networking and relationship-building skills to ensure that HSE principles are mainstreamed across CARE’s programs and operations, fostering a culture of safety and accountability.
Fleet Safety Campaigns
- The Manager will manage the roll-out of CARE’s annual global Safer Roads Campaign, developed in collaboration with Fleet Safety stakeholders and technical teams. This includes coordinating a yearly strategy, quarterly campaign themes, preparing communication and training materials, and ensuring content is accessible and relevant to diverse country contexts.
- The Manager will support Country Offices in local adaptation of campaign materials, monitor uptake, and evaluate campaign impact through compliance data, behavior change indicators, and feedback from staff. This ensures that the campaign not only raises awareness but also drives practical improvements in driving behavior and fleet operations across CARE.
Accident Oversight and Response
- The Fleet Safety and Incident Manager plays a pivotal role in ensuring CARE’s global fleet operations uphold the highest standards of safety, accountability, and duty of care. This position is responsible for overseeing the reporting and review of all fleet-related accidents, with a particular focus on serious and fatal incidents. While initial investigations are led by Country Offices, the Manager provides technical oversight to ensure that all cases meet CARE’s standards. When necessary, the Manager deploys to support investigations directly, ensuring thorough analysis and adherence to organizational protocols.
- In addition to incident oversight, the Manager ensures that fleet management capacity is systematically mapped on an annual basis across all Country Offices. This mapping informs strategic planning and supports the development of a standing capacity building program tailored for Fleet Focal Points (FFPs) and Country Leadership Teams. The program is designed to strengthen operational safety, promote local ownership, and embed best practices throughout CARE’s fleet operations.
Stakeholder Engagement and Capacity Support
- The Manager supports Country Offices through a collaborative, service-oriented approach, ensuring that HSE systems, including fleet safety, are effectively implemented and sustained. The role works closely with designated Fleet Focal Points, operational teams, and Country Leadership to provide practical guidance, respond to technical queries, and support the consistent application of CARE’s HSE policies and procedures. Engagement is built on partnership, responsiveness, and mutual learning, with the Manager acting as a reliable point of contact for operational safety matters.
- The Manager also engages with external HSE standards, systems, and resources to ensure CARE’s practices remain current, relevant, and aligned with recognized best practices. This includes referencing international safety frameworks, regulatory requirements, and sector-specific guidance to inform internal tools and approaches. A core responsibility within this area is the delivery and maintenance of a standing capacity building program that includes structured training, peer-learning forums, and ongoing technical support. This program strengthens local ownership, builds operational resilience, and ensures that staff across all levels are equipped to meet CARE’s safety standards. The Manager facilitates cross-country learning, supports regional collaboration, and promotes continuous improvement through both internal and external engagement.
Required Qualifications:
- Education: Bachelor’s degree in occupational health and safety, environmental science, logistics, transport management, or a related risk management field.
- Demonstrated training or coursework in safety systems, risk management, or operational compliance.
- Demonstration combination of experience and vocational training.
- Minimum 5–7 years of experience in health, safety, and environmental (HSE) management, transport risk, or fleet safety, preferably within humanitarian or development operations.
- Demonstrated experience implementing and monitoring safety systems, including key performance indicators (KPIs), audits, and compliance mechanisms across varied operational contexts.
- Familiarity with the operational realities of aid delivery, including logistics, field safety, and risk management in complex or resource-constrained environments.
- Strong facilitation, communication, and relationship-building skills, with a proven ability to support and engage diverse stakeholders across multi-country teams.
- Practical skills in accident investigation, HSE systems implementation, safety data analysis, and reporting.
Preferred Qualifications:
- Professional certifications in Risk Management, HSE or fleet safety, such as NEBOSH, ISO 45001, ROSPA, or equivalent.
- Additional qualifications in humanitarian logistics, transport risk, or aid operations safety.
- Familiarity with international safety standards and frameworks relevant to humanitarian contexts, including those from INGOs UN agencies.
- Experience working with or referencing international HSE standards and frameworks (e.g., ISO 45001, NEBOSH, IFRC Fleet Safety Guidelines).
- Exposure to cross-organizational learning or collaboration with external partners on safety-related initiatives. Experience developing tools, resources, or systems that support continuous improvement in operational safety.
- Familiarity with digital platforms or systems used for safety reporting, incident tracking, or fleet management.
- Ability to adapt safety approaches to diverse cultural and operational contexts.
