Job summary

To fulfill this mandate, Oloolaiser Water is seeking to recruit a motivated, qualified, experienced, self- driven and results-oriented professional with a strong intent and commitment to the Company’s mandate to fill the post of the Technical Services Manager.

Working with the broad guidance of the Managing Director, the Technical Services Manager shall plan, direct and co-ordinate the Technical and engineering operations of the Company in consultation with the management team in the broader areas of service provision.

Qualifications

To be eligible for appointment persons shall meet the following requirements:

• Be a Kenyan citizen;
• Be a holder of a Bachelor’s degree from a university recognized in Kenya in the following backgrounds: Civil Engineering, Water Engineering, or equivalent qualifications, with 5 years’ Experience in a busy senior engineering position,
• Advance level proficiency in managerial skills, planning, organizing, controlling, directing and coordinating.
• Must be versed with water sector reforms and operations in Kenya; Competency in management information systems relevant to the water sector;
• Have demonstrated high leadership and management capability; Excellent communication skills
• Must fulfill the leadership and integrity criteria under the Constitution Chapter 6 and attach the following documents not older than 12 months at the date of submission:
  • Certificate of Good Conduct from Directorate of Criminal investigations (DCI)
  • Clearance Certificate from accredited Credit Reference Bureau (CRB)
  • Clearance Certificate from Higher Education Loans Board (HELB)Valid Tax
  • Compliance Certificate from Kenya Revenue Authority (KRA)
  • Clearance Certificate from Ethics and Anti-Corruption Commission (EACC)

Representative Duties and Responsibilities Control.

• Direct, co-ordinate, control and manage the Company’s operations and maintenance of infrastructure to ensure that water services are provided to the required national standards.
• Ensure proper management of the Company’s assets such as plant and machinery through effective maintenance and repairs so as to maximize the return on investment.

Scheduling / Planning

• Manage all major and minor engineering and construction works, either by using external consultants or in-house resources.
• Develop departmental strategies, policies and plans to facilitate achievement of overall Company and departmental objectives.
• Responsible for the development of departmental staff by ensuring that they are properly trained and motivated.
• To ensure effective supervision of operations and maintenance of the water sources, water treatment works and water distribution network and responsible for overall supervision of quality surveillance and assurance.
• To ensure continuous availability of a balanced electrical power supply and ensure all electrical equipment are in proper working condition at all times and expediently restored to service in event of predicted and unpredicted breakdown.
• Develop and recommend to the Core Management Team the Mid and long- term strategies, Departmental plans, performance management, and establish appropriate Standard Operating Procedures and mechanism toward achievement of the Company’s Strategic Objectives
• Prepare and recommend departmental annual budgets to the Core Management Team for incorporation into the Corporate Operating Budget and ensure prudent utilization of Company resources as per national standards and good industry practices;

Operations

• Lead the technical operations team and be responsible for the day to day operations of the company’s water works, provide leadership and be a link between the Management and Technical Services Teams.
• Ensure compliance with and adherence to all applicable policies, laws, regulations, guidelines and procedures;
• Coordinate and prepare engineering-related proposals, projects, reports and other submissions for consideration by the Core Management Team;
• Driving Business automation to leverage on technology and improve on operational efficiency, effectiveness and business growth.
• Supervise the operations, maintenance and extension of the water distribution network; ensuring right number of staff are deployed, economic use of available resources and tools; and deal with logistics of the operations
• Ensure that staff are motivated and that they perform in accordance with the standards of safety and competence laid down by the company
• Ensure timely and economic repair of leakages or breakdowns in the supply system; deploy staff and equipment, and supervise the work done
• Ensures all quality assurance staff have adequate resources to perform all aspect of work required.
• Ensures all quality assurance staff are adequately trained to safely perform all required job functions and that competency records are maintained.
• Recommends measures to improve testing procedures, use of equipment, and needs for new equipment. Conducts research to develop custom procedures as needed.
• Responsible for ensuring wholesome quality and portability of water delivered to the consumer service lines

Terms of service and remuneration

• Oloolaiser Water, offers a competitive remuneration package, the position of the Technical Services Manager will be on a renewable contract, based on delivery of set performance targets and evaluation by the Managing Director.
