Senior Policy Advisor, Climate Action and Disaster Risk Reduction NGO Job
World Vision is looking for a passionate, organized and motivated humanitarian team player to join our high capacity, mission driven and talented global Humanitarian Policy & Advocacy team. This exciting job opportunity is for a humanitarian professional looking to influence the broader humanitarian system at the global level, while maintaining strong links to humanitarian field work. This role brings together strong technical expertise in the areas of climate and environmental crises, disaster risk reduction and anticipatory action with external representation, policy advocacy and influence, and deployment opportunities.
As a newly established position within World Vision’s Disaster Management Policy and Advocacy team, the Senior Policy Advisor, Climate Action and Disaster Risk Reduction will provide strategic leadership and technical expertise at the intersection of climate change, environmental degradation, and humanitarian response. This role is pivotal in shaping and advancing World Vision’s global engagement on climate and environmental crises, with a strong focus on disaster risk reduction and anticipatory action. The Senior Policy Advisor will serve as a key representative in external policy spaces, drive internal capacity and innovation, and support operational deployments to ensure that climate and environmental considerations are fully integrated into humanitarian response. The role will also serve as Environmental Stewardship and Climate Action focal point for Disaster Management.
KEY RESPONSIBILITES:
Policy Advocacy & External Engagement
- Lead the development of policy positions and advocacy strategies on climate action and DRR for humanitarian contexts. Represent World Vision in global humanitarian spaces such as UNDRR, Anticipation Hub, Grand Bargain AA CoP, and Start Network. Coordinate WV’s engagement and reporting into global environmental/climate/AA/DRR frameworks including Humanitarian Climate Charter. Cultivate partnerships with peers in UN agencies, INGOs, donors, and governments.
Strategic/Programmatic Leadership
- Oversee the strengthening of climate and environmental action, disaster risk reduction, anticipatory action and CBDRM – leading the ESCA Roadmap Focus Area 3 – in WV responses through the dissemination of key resources, guidelines, and knowledge management. Provide thought leadership by conducting original research, assessments, and/or learning reports, and contributing to flagship publications.
- Support and mentorship to DMT, RO and FO colleagues as part of ongoing capacity and competency strengthening; development of a Climate and Environmental Crisis learning module
Resource Mobilization
- Collaborate across DMT, FOs, and SOs to design proposals, ensure donor requirements are fulfilled, and secure climate-related funding in humanitarian contexts. Shape innovative, climate-smart programmes aligned with donor priorities and community needs. Strategically directly engage with donors and other partners and support FOs and ROs engagements to ensure that WV is positioned as a viable partner for climate and environmental action, disaster risk reduction, anticipatory action and CBDRM in humanitarian contexts.
Operational Engagement & Deployment
- Support rapid environmental screenings to be conducted before design and implementation of grants in Global responses. Provide surge technical support to humanitarian responses. Participate in or lead deployments to support field teams with technical guidance and coordination.
Internal collaboration and reporting
- Effective inputs and engagement in relevant Partnership mechanisms such as team meetings, portfolio reviews.
- Timely reporting on activities and impacts.
REQUIRED EDUCATION, TRAINING, LICENSE, REGISTRATION, AND CERTIFICATION.
Master’s degree in related field (or undergraduate degree with 2-3 years of additional experience)
REQUIRED PROFESSIONAL EXPERIENCE
- 8-10 years of experience, including 2-3 year of field work experience in humanitarian assistance, anticipatory action and/or disaster risk reduction
- Strong understanding of humanitarian response operations, disaster preparedness and disaster risk reduction activities.
- Understanding of the international humanitarian system, principles and key standards (Sphere, CHS)
- Demonstrated expertise in developing and utilizing information and knowledge management platforms
- Strong skills in negotiation, coordination, project management, communication, and reporting.
- Project and initiative management experience
- Experience in Environmental stewardship and programming
- Experience leading diverse teams in emergency response settings
- Ability to communicate well in a variety of settings (including in remote teams) and to function in a diverse and globally dispersed teams.
LANGUAGE REQUIREMENTS
English but French and Spanish could be assets.
TRAVEL AND/OR WORK ENVIRONMENT
30% travel and ability to deploy internationally to insecure environments or disaster sites, possibly on a short notice
PREFERRED KNOWLEDGE AND QUALIFICATIONS
Strong analytical, problem-solving, and decision-making skills
