Job Summary

The QHSE Manager – Telecom (BTS) is responsible for developing, implementing, and maintaining Quality, Health, Safety, and Environmental management systems across telecom infrastructure projects, including BTS installation, tower erection, rooftop sites, fiber deployment, and network maintenance activities.

The role ensures compliance with international standards such as *ISO 9001, **ISO 14001, and *ISO 45001, while promoting a zero-incident culture in high-risk telecom field operations (work at height, electrical safety, lifting operations, RF exposure).

Key Responsibilities

Quality Management (Telecom Projects)

Implement and maintain QMS aligned with ISO 9001 requirements.
Ensure quality control in:

• BTS installation and commissioning
• Tower erection and antenna installation
• Fiber optic and power system integration
• Monitor site acceptance processes (ATP, PAT, client inspections).
• Manage non-conformities and corrective actions in telecom projects.
• Coordinate with clients (e.g., telecom operators, tower companies) on quality compliance.

Health & Safety Management (High-Risk Telecom Activities)

Implement HSE systems aligned with ISO 45001.
Conduct risk assessments for:

• Work at height (tower climbing, rooftop sites)
• Electrical and DC power systems
• Lifting operations (cranes, rigging)
• RF exposure hazards
• Ensure compliance with local labor and telecom safety regulations.
• Lead incident investigations and root cause analysis.
• Ensure availability and use of PPE (full body harness, fall arrest systems, insulated tools).
• Conduct toolbox talks and site safety inductions.
• Monitor subcontractor HSE compliance.

Environmental Management (Telecom Sites)

Implement EMS aligned with ISO 14001.
Ensure proper disposal of:

• Batteries (VRLA, lithium)
• Diesel generator waste
• Scrap cables and electronic waste
• Monitor fuel storage and spill prevention at BTS sites.
• Ensure environmental compliance for tower construction and site leasing.

Compliance & Client Coordination

Maintain legal compliance registers for telecom and construction activities.
Coordinate with:

• Regulatory authorities
• Tower companies
• Telecom operators
• Manage external certification audits.
• Prepare QHSE reports for management and clients.
• Support pre-qualification and tender documentation (technical & safety submissions).

Leadership & Field Supervision

• Lead site HSE officers and field safety supervisors.
• Conduct periodic site audits and inspections.
• Provide QHSE training to riggers, technicians, and subcontractors.
• Promote a “Zero Harm” safety culture across all telecom operations.

Required Qualifications

Bachelor’s degree in Engineering, Telecommunications, Environmental Science, or Occupational Health & Safety.
Lead Auditor certification in:

• ISO 9001
• ISO 14001
• ISO 45001
• 5–10 years of QHSE experience in telecom/BTS projects.
• Strong understanding of telecom infrastructure deployment processes.

Preferred Experience (BTS-Specific)

Experience working on:

• Greenfield & rooftop BTS sites
• Tower erection and antenna installation
• Fiber rollout projects
• Power & DG installation for telecom sites
• Experience working with telecom operators or tower companies.
• Familiarity with RF safety standards and telecom client HSE requirements.
