Qualifications

For appointment to this grade, a candidate must have: –

  • cumulative service period of nine (9) years three (3) of which must have been in the grade of Senior Engineer (Materials), CSG 8 or in comparable and relevant positions in the public service:
  • a Bachelor of Engineering Degree in any of the following disciplines;   Civil Engineering, Civil and Structural Engineering or its equivalent qualification from a university recognized in Kenya;
  • registered by Engineers Board of Kenya as a Professional Engineer;
  • registered as a Corporate Member of the Institution of Engineers of Kenya (MIEK);
  • valid annual practicing license from the Engineers Board of Kenya; and
  • show merit and ability as reflected in work performance and results.

Duties and Responsibilities

An officer at this level may be deployed either at the HQs or Regional materials office to undertake the following duties and responsibilities:

At Headquarters

Duties and responsibilities will include: –

  • reviewing designs and tender documents for road and other rehabilitation, repair and maintenance works;
  • preparing annual work plans and programmes:
  • developing road design manuals and construction standards;
  • supervising construction, repair and maintenance of roads;
  • developing and reviewing specifications for all civil engineering materials and laboratory equipment for use in testing, construction control and performance  monitoring;
  • developing engineering materials design reports and drawings:
  • reviewing engineering consultants’ designs
  • planning and coordinating pavement designs;
  • providing consultancy, capacity building, technical support and advisory services to ministries, departments, counties and agencies (MDCAS) on material engineering:
  • designing quality assurance systems for quality control during material testing, and pavements and structures construction;
  • supervising pavement performance monitoring and evaluation and advising on remedial measures;
  • reviewing and recommending for approval specifications for pavement and structures repair and maintenance;
  • developing and evaluating methodologies for investigating and evaluating structural integrity of structures;
  • conducting research and preparing reports on new and alternative construction materials and delivery methods;
  • supervising materials and geotechnical investigations and structural foundation design:
  • reviewing final tender documents and developing draft Engineers estimate for construction, rehabilitation and maintenance works; and
  • guiding and counselling of staff

At Regional Office

Duties and responsibilities will include: –

An officer at this level will be the Engineer in charge of the specific laboratories materials testing, monitoring and construction control for roads within the regions. Duties and responsibilities will include;

  • supervising material testing and research within the region;
  • approving mix designs for concrete, gravel and bitumen;
  • issuing materials test reports on behalf of the chief engineer;
  • establishing quality’ assurance systems for quality control during material testing and pavements and structures construction;
  • providing consultancy, capacity building, technical support and advisory services to ministries. departments. counties and agencies (MDCAS) on materials engineering;
  • developing and evaluating specifications for materials and laboratory equipment   for construction, rehabilitation and maintenance paved and unpaved roads;
  • implementing environmental, occupational safety and health regulations in the regions; and
  • guiding and counselling of staff.
