Move on Afrika is seeking to engage a results-oriented and technically experienced Occupational Standards and Profile Specialist to be part of its expert team for a short-term consultancy assignment. The assignment focuses on the review and updating of Occupational Standards (OS) and Occupational Profiles (OPs) for the Electrical and Plumbing trades,

The Occupational Standards and Profile Specialist will work under the overall coordination of the Move on Afrika team and key national stakeholders including government departments, regulatory bodies, and industry representatives, to deliver a comprehensive and nationally validated set of occupational standards.

As our Occupational Standards and Profile Specialist, you will:

  • Attend technical defence and inception meetings to shape evaluation design, methodology, and stakeholder alignment.
  • Review and critically analyse existing Occupational Standards (OS) and Occupational Profiles (OPs) for the Electrical and Plumbing trades at TVET institutions, evaluating their clarity, relevance, and adequacy against current industry standards.
  • Identify gaps, inconsistencies, and areas requiring modernisation in the current occupational standards, building on findings from the preceding gap analysis
  • Update and revise Occupational Standards and Profiles to reflect current labour market demands, incorporating technical, soft, green, and digital skills dimensions across both the Electrical and Plumbing trades.
  • Ensure full alignment of the revised OS and OPs with the National Qualifications and Certification Framework (CQNC) and all applicable regulatory requirements.
  • Integrate emerging trends in green technologies, energy efficiency, and digital transformation into the revised standards, in line with national and international best practices.
  • Engage and consult with key national stakeholders including government departments, regulatory bodies, private sector representatives, and industry players to validate the relevance and applicability of the revised standards.
  • Participate in and contribute to a validation workshop during which the revised Occupational Standards and Profiles will be reviewed, validated, and formally adopted.
  • Collaborate closely with the Curriculum Development Specialist to ensure revised standards directly inform the subsequent review and development of curricula for the Electrical and Plumbing trades
  • Produce high-quality, structured reports and documentation of findings, revised standards, and recommendations, primarily in French.
  • Contribute to the Stakeholder Engagement and Validation Report, capturing insights from consultation sessions and policy alignment activities.
  • Must hold a minimum of a Master’s degree (required), or an Advanced Degree (Ph.D. desirable), in Education, Social Science, Electrical or Mechanical Engineering, Monitoring and Evaluation, Statistics, or any other relevant discipline.
  • Minimum of 5 years’ proven experience in developing, reviewing, or revising Occupational Standards and Profiles within the TVET sector, of similar scope and complexity.
  • Proven technical expertise in the Electrical and/or Plumbing trades, with a strong understanding of industry standards, practices, and emerging sector trends.
  • Demonstrated experience working with competency-based frameworks, including DACUM (Developing A Curriculum) methodology and Competency-Based Education and Training (CBET) approaches.
  • Proven knowledge and experience working within the Burundian TVET system, including familiarity with the National Qualifications and Certification Framework (CQNC) and relevant regulatory bodies.
  • Demonstrated ability to integrate Green TVET and digital skills into occupational standards and technical trade frameworks.
  • Strong stakeholder engagement and facilitation skills, with proven experience conducting consultative workshops and national validation sessions with government, industry, and civil society.
  • Excellent analytical, critical thinking, and report-writing skills, with the ability to produce high-quality structured outputs.
  • Fluency in French is required; knowledge of English and/or Kirundi is considered a strong asset.
  • International experts are encouraged to apply; however, applicants must demonstrate prior experience working in Burundi.
