Detailed Description        

This is the entry and training grade for Degree holders in this cadre. Duties and responsibilities in this position shall entail assisting in: –

  • Receiving, reviewing and evaluating license applications for radiocommunications services in accordance with the market structure and laid down processes and procedures to ensure the applications meet requirements,
  • Recommending the findings to the Communications Licensing Committee for consideration,
  • Providing secretarial services to the Communications Licensing Committee.
  • Drafting licenses to be issued to successful applicants in accordance with the market structure and laid down processes and procedures,
  • Issuing licenses to radio-communications applicants in accordance with the market structure and laid down processes and procedures,
  • Addressing industry issues in relation to operations and provide appropriate interventions/recommendations,
  • Maintaining a database/register of all licensed radio-communication licensees
  • Handling enquiries from external and internal customers related to radio-communication/frequency related licensing matters,
  • Providing recommendations with regard to renewal and cancellation of radio communications licenses as appropriate,
  • Initiating formulation of policies and guidelines for frequency planning and licensing and implement approved policies and procedures,
  • Monitoring new and emerging wireless technologies, formulates and recommends appropriate licensing regimes,
  • Performing spectrum engineering analysis and assigns frequencies,
  • Assigning frequencies and issues radio frequency licenses to radio communication networks in accordance with CA Table of Frequency Allocation (TOFA),
  • Reviewing and update Frequency Licensing information in the CA website,
  • Maintaining and review tools, documents and publications required for Frequency Licensing activities and initiate requests for the same,
  • Identifying specific national interest, developing national positions and championing the same at international fora, treaty and non-treaty conferences,
  • Support the formulation of policies and guidelines for frequency licensing and implement approved policies and procedures,
  • Support the development and regular review of the regulatory framework for radio communication, including market structure,
  • Implement departmental projects and initiatives.

Job Requirements        

 For appointment to this grade a candidate must have: –

  • Relevant Bachelor’s degree in Electrical/Electronic/Telecommunications Engineering, Commerce, Economics, Statistics, or any other related field from a recognized institution,
  • Proficiency in computer applications,
  • Fulfilled the requirements of Chapter Six of the Constitution.

  • Dully filled and stamped Self-Declaration/Clearance from the Ethics and Anti-Corruption Commission (EACC). The Self-Declaration form should indicate the position being applied for. v. Valid Clearance Certificate from an approved Credit Reference Bureau (CRB).
