The MEL Specialist will support the effort of collecting and analyzing data that will ultimately determine the impact of USAID’s intervention to facilitate significant and new investment. S/he will contribute to tracking and aggregating all project data to support the team in evaluating the project’s progress.

Roles and Responsibilities
- Assist in developing the project’s AMELP, which includes the knowledge management and learning plan
- Coordinate the finalization of the AMELP and QASP and/or other required MEL deliverables
- Engage with technical teams in collecting, aggregating, and analyzing baseline data in the first several months of the project
- Coordinate Collaborating, Learning, and Adapting (CLA) efforts throughout the life of the project to review and encourage use of data so that all technical team members can make informed resource decision and pivot activities as needed
- Support the review and completion process for all project deliverables
- Maintain impeccable MEL files and substantiating information on data reported to USAID on the project’s shared drive that can be easily accessible by project team members and available for project auditors (i.e. accurate, updated, etc.)
- Coordinate collection and compilation of information on quarterly, annual and life of project indicators and outputs from team leaders, and progress toward planned activities
- Finalize and continuously update progress against the project’s AMELP and maintain all files related to substantiating progress against AMELP performance indicators
- Work closely with technical unit heads to track investment portfolio information and progress

Position Requirements
- Bachelor’s degree or higher in business administration, international development, economics, statistics, or a related field
- 3-5 years of professional experience in performance monitoring and/or evaluation role within an international development organizationExperience designing and overseeing MEL data collection and reporting for economic growth/financing projects preferred
- USAID or other international donor experience required
- Demonstrated ability to implement, operationalize, and manage information collection and assessment systems
- Demonstrated ability to create and manage information databases using appropriate software applications
- Ability to work in a team environment
- Strong writing, reporting, and presentational skills
