Responsible for providing strategic and operational leadership, overseeing organisational activities, managing resources and staff, implementing policies and plans, monitoring service delivery and performance, managing budgets, coordinating stakeholders, and preparing reports for the relevant governing authority. Requires a Bachelor’s degree in Business Administration, Management, Finance, Economics, or a related field. The position is based in Mandera and requires on-site work.

Key Responsibilities

• Formulate and coordinate strategies, policies, programmes and the framework within the county to enable the county plan effectively for investment development;
• Formulation and coordination of programme for harmonious development of investment sectors and to oversee studies, research and monitor all changes in investment environment structure, trends and advice the county appropriately;
• Plan and manage human resources, projection of manpower needs and training to meet the Investment Authority objectives.
• Establish an effective and efficient instruments for managing County Investments and ensure prudent utilization of the investment.
• Assist investors and potential investors in obtaining licenses, permits and incentives from relative Government Agencies in Kenya
• Provide platform for sharing informing on investment and working in collaboration with other players and stakeholders in the County.
• Promote and showcase the County as an ideal investment destination
• Facilitate and manage investment assets on behalf of County Government
• Identify strategic investment opportunities and enter into investment undertakings for the benefit of the County
• Review the County Investment environment and make recommendations on investment policies, programs, plans and best practices
• Mobilize resources for investment undertakings by the County
• Carry out such other activities as, in the Authority’s opinion, will promote and facilitate investment.

Qualifications

• Be a Kenyan citizen;
• Have Bachelor’s Degree in Economics, Statistics, Finance or related field from a recognized University;
• A Master Degree in the relevant field will be an added advantage;
• Has knowledge and experience of at least Ten (10) years in the relevant profession
• Strong stakeholder engagement, communication, analytical, and problem solving skills
• Excellent Communication and interpersonal skills;
• Certificate in a senior management course not less than four (4) weeks from a recognized institution will be an added advantage
• Meet the requirement of Chapter Six of the Constitution
