  • Conduct in-depth analysis of horticulture sector interventions focusing on production, post-harvest handling, and export enhancement.
  • Evaluate the effectiveness of capacity-building efforts targeting farmers, exporters, and packhouses.
  • Assess compliance with Sanitary and Phytosanitary (SPS) measures and international food safety standards (e.g., BRCGS certification).
  • Review the operationalization and impact of Export Supply Hubs and public-private dialogue platforms.
  • Analyze challenges such as pest outbreaks, climate risks, and market rejection trends.
  • Contribute to the evaluation of programme outcomes including job creation, greenhouse gas reduction, and reduced trading times/costs.
  • Provide recommendations to improve horticulture-related interventions, stakeholder coordination, and export competitiveness.
  • Collaborate with other evaluation team members to ensure integration of horticulture findings into the overall evaluation report.
  • Advanced degree in Horticulture, Agronomy, Agricultural Economics, or related field.
  • Minimum 7 years of experience in horticulture sector development, preferably in Kenya or East Africa.
  • Proven expertise in value chain analysis, export market development, and SPS compliance.
  • Experience working with donor-funded programmes, government agencies, and private sector actors.
  • Familiarity with EU-funded programme frameworks and results-based evaluations is an asset.
  • Strong analytical, writing, and stakeholder engagement skills
  • Strong communication skills (oral and written) in English.
