General Manager, Human Resources & Administration – Job Grade NCA 2

Duties and Responsibilities

Duties and responsibilities will entail: –

  • Overseeing development, implementation and review of policies, strategies, frame-works, work plans, legislations, guidelines, procedures, regulations, norms, stan-dards and programmes for the directorate;
  • Overseeing recruitment and selection process in the Authority;
  • Ensuring establishment, institutionalization and updating of knowledge manage-ment repository for the Authority;
  • Overseeing human resource training and development programmes;
  • Overseeing the development, implementation and review of performance manage-ment system;
  • Ensuring effective and prudent implementation of compensation and benefits schemes;
  • Overseeing implementation of human resource management rules and regulations in compliance with labour laws;
  • Facilitating development, maintenance and updating of human resource manage-ment information system;
  • Ensuring effective and efficient management and administration of payroll;
  • Promoting cordial employee relations, values and work ethics in the Authority;
  • Spearheading development and management of staff welfare schemes including medical cover, Group Life insurance and Group Personal Accident schemes;
  • Overseeing maintenance of office buildings and facilities;
  • Facilitating maintenance, repair and safeguard of the organization’s assets;
  • Overseeing planning of appropriate office accommodation and layout to ensure optimal usage of space;
  • Spearheading emergency operations and contingency plans;
  • Facilitating provisions of security services;
  • Initiating and overseeing management of contracts involving cleaning, security, maintenance and utility services;
  • Ensuring effective and efficient management of fleet;
  • Overseeing management of central services including, transport, security and re-cords management, office administrative services;
  • Ensuring compliance with human resource statutory and regulatory requirements;
  • Overseeing occupational safety and health at workplace;
  • Spearheading employee satisfaction survey for the Authority;
  • Facilitating customer satisfaction survey for the services offered in the directorate;
  • Advising the CEO on mitigating measures for addressing risks;
  • Ensuring business continuity plans are developed and operational for the director-ate;
  • Initiating and implementing Business Process Re-engineering (BPR) in the direc-torate;
  • Facilitating stakeholder engagement and fostering a corporate culture that pro-motes ethical practices and good corporate citizenship;
  • Spearheading the development and implementation of the directorate’s strategic plans, budgets and performance contract; and
  • Managing, mentoring, coaching and developing staff in the directorate.

Requirements for Appointment

For appointment, a candidate must have: –

  • Cumulative service period of fifteen (15) years’ work experience, three (3) of which should have been in the grade of Manager, Human Resource Management and Development or in a comparable position and organization;
  • Bachelor’s Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Commerce (HR Option), Economics, Social Sciences, Education, Sociology, Labour Economics, Business Management or any other relevant qualification from a recognized Institution;
  • Part III of Certified Human Resource Professional or equivalent qualification from a recognized Institution;
  • Master’s Degree in any of the following disciplines: Human Resource Management, Public Administration, Business Management, Strategic Management or its equivalent qualification from a recognized institution;
  • Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution;
  • Membership to IHRM or relevant professional body and in good standing;
  • Valid practicing license;
  • Proficiency in computer applications;
  • Fulfilled the requirements of Chapter Six of the Constitution;
  • Demonstrated a high degree of professional competence, managerial and administrative capability as reflected in work performance and results; and
  • Exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to human resource and administration function.

Tenure of office

  • Appointment to this position will be on contract terms of service of up to five (5) years renewable once subject to performance and retirement age.

  • Clearance from Ethics and Anti-Corruption Commission and
  • Clearance from an approved Credit Reference Bureau.
