Duties and Responsibilities
Duties under Roads Planning and Design
- Collecting, collating and analyzing data for demand forecasting with regard to development of urban roads;
- Identifying roads that needs consideration for carrying out feasibility and economic studies;
- Preparing draft priority lists of viable roads for preliminary and detailed engineering design;
- Preparing draft road investment programs for road networks;
- Preparing draft Public Private Partnership arrangements;
- Preparing draft Materials testing and research programs;
- Carrying out traffic surveys and management of traffic data;
- Collecting and collating economic, environmental and social data for road investment programmes and strategies;
- Preparing draft preliminary and detailed engineering design of road works and structures;
- Preparing detailed engineering design of road works and structures;
- Preparing draft tender documentation for road works;
- Preparation of draft work plans; and
- Preparing draft records for road assets database.
- Undertaking traffic impact studies;
- Monitoring effectiveness of traffic control measures;
- Collecting, collating and analyzing road accident data;
- Carrying out Road Safety Audits;
- Preparing draft road safety audit reports;
- Implementing road accident countermeasures;
- Undertaking road safety audits of all design, development and maintenance projects;
- Participating in identification of project objectives and research methodologies;
- Participating in collection, collation, analysis and interpretation of research data;
- Participating in research programmes in material testing and use of innovative technologies in road works;
- Reporting progress for ongoing studies;
- Assisting in preparation of draft project reports, research proposals and grants applications;
- Assisting in development of the Authority’s innovation policy including procedures, guidelines and incentives that create a system approach to innovation; and
- Implementing quick wins and rapid results initiative with significant value to the business.
Duties under Roads Development
- Collecting, collating and analyzing data on demand forecasting to guide road construction by the Authority;
- Preparing draft proposals on roads to be assessed and processed for development;
- Preparing draft short-, medium- and long-term road works programmes;
- Reviewing of engineering design for road works and structures;
- Preparing and reviewing draft tender documentation for road works and structures;
- Preparing draft procurement plans for road works and structures;
- Supervision of road works contracts;
- Monitoring and preparing draft reports on integration and implementation of performance and quality management tools;
- Screening project proposals for suitability, preparing draft client requirements and information memoranda and participating in negotiations for projects to be procured under the Public Private Partnership and other alternative financing framework;
- Preparing draft priority lists of viable structures for detailed engineering design;
- Preparing draft documentation for procuring of Engineering Design Consultants for outsourced design assignments;
- Conducting site and material investigations;
- Preparing draft proposals on structures to be assessed and processed for development;
- Preparing draft short-, medium- and long-term structures works programmes;
- Reviewing of engineering design for structures;
- Preparing draft procurement plans for structures;
- Supervising the construction of structures works contracts;
- Conducting site inspections and ensuring compliance with regulations;
- Undertaking annual inventory and condition surveys for structures;
- Preparing draft annual bridge and structures maintenance work programmes;
- Preparing draft tender documentation for bridge and structures works;
- Supervising maintenance bridge and structures works contracts; and
- Conducting bridge inspections.
Duties under Road Asset Management
- Implementing road asset management policies;
- Undertaking annual road inventory and condition surveys;
- Preparing draft engineering design of road maintenance works;
- Preparing, compiling and analyzing draft annual road maintenance work programmes;
- Preparing draft tender documentation for road works;
- Supervising maintenance road works contracts;
- Monitoring and undertaking public sensitization on protection of road reserves;
- Implementing all operations in ongoing road reserve protection projects under the department and guiding staff under them;
- Preparing draft progress reports of road reserve protection projects;
- Compiling and submitting to the senior engineer a list of roads proposed to be included in priority list for the annual road reserve protection programme;
- Drafting monthly, quarterly and annual monitoring reports; and
- Preparing draft annual plans for axle load control activities.
Duties under Research and Innovation
- Participating in identification of project objectives and research methodologies;
- Participating in collection, collation, analysis and interpretation of research data;
- Participating in research programmes in material testing and use of innovative technologies in road works;
- Reporting progress for ongoing studies;
- Assisting in preparation of draft project reports, research proposals and grants applications;
- Assisting in development of the Authority’s innovation policy including procedures, guidelines and incentives that create a system approach to innovation;
- Implementing quick wins and rapid results initiative with significant value to the business; and
- Identification of new business, services and products and support in their rollout.
Duties under Quality Assurance and Compliance
- Carrying out quality assurance surveillance audits and surveillance tests for works under supervision of a senior engineer;
- Preparing draft material testing reports;
- Undertaking technical inspection or audit of completed works under the supervision of a Senior Engineer;
- Preparing draft reports of quality assurance audit findings; and
- Preparing periodic reports.
Qualifications and Experience
- Have a Bachelor’s Degree in Civil Engineering or equivalent qualification from a recognized institution;
- Be registered as a Graduate Engineer by the Engineers Board of Kenya;
- Be registered as a Graduate member of the Institution of Engineers of Kenya; and
- Be proficient in computer applications.
