Qualifications

For appointment to this grade, a candidate must have:-

  • cumulative service period of fifteen (15) years, three (3) of which must be  in the grade of Deputy Director, Kenya Institute of Highways & Building Technology, CSG 6 or in comparable and relevant position in the public service;
  • a Bachelors degree in any of the following disciplines: – Civil Engineering, Electrical/Electronic Engineering, Mechanical Engineering, Geospatial Engineering, Quantity Surveying, Mechatronics Engineering, Architecture or its equivalent from a university recognized in Kenya;
  • a Master’s Degree in any of the following disciplines: Civil Engineering, Electrical/Electronic Engineering, Mechanical Engineering, Geospatial Engineering, Quantity Surveying, Mechatronics Engineering, Architecture or its equivalent qualification from a university recognized in Kenya;
  • registration as a professional and corporate member by a relevant professional body;
  • a Certificate in Training of Trainers lasting not less than four (4) weeks;
  • OR
  • a Diploma in Technical Education/Postgraduate Diploma in Education;
  • a Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
  • demonstrated high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of the Institute; and
  • thorough understanding of national goals, policies and objectives and ability to relate them to the Institute’s function and aspirations of vision 2030.

Duties and Responsibilities

The Director, KIHBT will be the overall Head of the Kenya Institute of Highways and Building Technology and will be responsible to the Principal  Secretary for providing strategic leadership in the coordination and management of the Institute. Duties and responsibilities will include: –

  • overseeing formulation, implementation and review of policies, strategies, legislations, guidelines, frameworks, norms, regulations,  plans, standards and programmes pertaining to training and capacity building for both in-service and pre-service trainees in the infrastructure sector;
  • facilitating preparation of syllabus, training materials and teaching aid
  • overseeing designing and implementation of all training programmes in the institutes
  • spearheading provision of consultancy services in the professional fields of highways    engineering, architecture, quantity surveying, construction project management, structural/foundation engineering and engineering surveying;
  • promote business process re-engineering, adoption of innovation and new technologies and best practices in providing in-service and preservice training and capacity building for the infrastructure   sector;
  • facilitating impact assessment, training needs analysis and, monitoring and evaluation  trainees and training programmes in the infrastructure sector;
  • ensure establishment and maintenance of a database for all trainees and training programmes offered in the institutes;
  • facilitating research in emerging issues and trends in training and capacity building for the infrastructure sector;
  • liaising with other institutions and agencies within the infrastructure sector for the effective development and implementation of training programmes;
  • establishing partnerships and collaborations with other key stakeholders in support of the institute’s mandate;
  • serving as the secretary to the management board of the institute;
  • preparing and submitting annual reports and business plans to the PS, and cabinet memos & responses to parliamentary queries on matters relating to the institute;
  • managing and ensuring prudent utilization of the institute’s assets and resources;
  • developing proactive relationships with relevant external stakeholders and monitor developments in best practice within the HE sector ensuring that creative solutions are incorporated into strategies/policies/ procedures in the academic process;
  • overseeing preparation of strategic plans, procurement plans, budgets and performance contracts;
  • building capacity and managing permanence; Working with the Institute’s Financial Resourcing Division to ensure that the allocation of resources promotes and enables the Institute’s strategic academic objectives, and that there are effective controls in place to support prudent financial and strategic management of academic  resource; and
  • ensuring that critical academic processes are sustained to meet statutory and contractual requirements, and that the Institute’s academic regulatory framework is fit for purpose and compliant with external agency requirements (e.g. CUE, CLE, HELB, KUCCPS and other government agencies)
