For appointment to this grade, a candidate must have: –

  • served for a minimum period of three (3) years in the grade of Deputy Director, Buildings Safety Testing and Quality Assurance services, CSG 6, or in a comparable and relevant position in the public Service;
  • a Bachelors degree in any of the following disciplines: Architecture, Mechanical Engineering, Structural Engineering, Electrical Engineering, Civil Engineering, Quantity Survey, Design, Building Economics or equivalent qualification from a university recognized in Kenya;
  • a Masters degree in any of the following disciplines: Architecture, Mechanical Engineering, Structural Engineering, Electrical Engineering, Civil Engineering, Quantity Survey, Design, Building Economics or equivalent qualification from a university recognized in Kenya;
  • a Certificate in Leadership Course lasting not less than four (4) weeks from a recognizedinstitution;
  • attended a Safety & Health Course lasting not less than two(2)weeks
  • OR
  • a Climate Change Certificate lasting not less than two (2) weeks;
  • registered with the relevant professional body;
  • demonstrated merit and ability as reflected in work performance and results; and
  • demonstrated a clear understanding of National Development goals, objectives and ato integrate them into the buildings safety testing and quality assurance function.

Duties and Responsibilities

At this level the Officer will be responsible for all the activities of the Department by providing strategic leadership for effective implementation of all matters relating to Buildings safety Testing, Buildings Quality Assurance functions as well as coordinating the mainstreaming of climate change in the buildings and construction industry. The officer reports to the Inspectorate Secretary. Duties and resposibilities will include:-

  • formulating, developing and implementing programmes, procedures, strategic policies ,standards and regulations on building safety, quality assurance, climate change in buildings and buildings assets management;
  • coordiating strategic support to professional and regulatory bodies related to the buildings safety testing and quality assurance functions;
  • ensuring development of linkages with bilateral, regional and international organizations on building safety matters;
  • approving the safe management of building stock in Kenya;
  • overseeing inspection of buildings and construction sites to monitor safety compliance, identify potential risks, and address any safety concerns promptly and carrying out of Non-Destructive Testing and destructive testing methods for building assessments;
  • coordinating the mainstreaming the Green Buildings Agenda and other climate change integration in planning and development in the built environnent;
  • ensuring the built environment fulfil its climate resilience, adaptation and mitigation roles and targets at national, regional and global levels;
  • coordinating the building & construction sector technical working group on climate change;
  • implementing quality improvement and management initiatives and procedures to enhance overall building projects’ performances;
  • development of specifications and standards of designs for quality building materials, processes and systems;
  • ensuring implementation of quality control procedures and processes in the built environment;
  • promoting working with other Government Agencies, County Governments and industry stakeholders to identify approaches and methods to improve overall quality of built environment; ensure adherence to applicable laws and regulations within the building industry, including health and safety, environmental protection and consumer rights;
  • establishing inspection for test plans in the built environment;
  • ensuring the provision of enabling environment for domestic and foreign direct investment in the built environment;
  • coordinating development and promotion of eased regualtory approvals processes of buildings;
  • coordinate buildings and climate change;
  • building assts management functions;
  • implementation of the ministry’s strategic objectives;
  • preparation and implementation of staff performance contracts;
  • mobilizing team building;
  • overseeing the financial and assets management;
  • instituting operational accountability and transparency;
  • securing and managing financial support for development plans and overall supervision; and
  • advancing professional competency and continuous professional development of officers involved in building safety testing ,quality assurance, buildings and climate change;and buildings asset management in Kenya.
