For appointment to this grade, a candidate must have:-
- served for a minimum period of three (3) years in the grade of Senior Principal Buildings Safety, Testing and Quality Assurace, CSG 7 or in a comparable and equivalent position in the public service;
- a Bachelors degree in any of the following disciplines: Architecture, Mechanical Engineering, Structural Engineering, Electrical Engineering, Civil Engineering, Quantity Survey, Design, Building Economics or equivalent qualification from a university recognized in Kenya;
- attended a Safety and Health Course lasting not less than two (2) weeks OR
- Climate Change Certificate lasting not less than two (2) weeks;
- registered with a relevant professional body; and
- demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of Buildings safety testing and quality assurance programmes
Duties and Responsibilities
An officer at this level will deputize the Director for effective coordination of buildings safety testing or Quality Assurance Services, Buildings and Climate change and buildings and asset management functions. Duties and responsibilities will include effective planning, implementing and directing activities relating to operations of the departmental unit. The officer may be deployed to carry out either of the following specific functions.
Building Safety Testing function
- planning, formulating, developing and implementing programmes, procedures, strategies, policies, standards and regulations on building safety;
- managing quality audits and follow ups on audit findings;
- validate inspection and test plans in the built environment;
- validating the approval of safe management of building stock in Kenya;
- ensure and provide strategic support to professional and regulatory bodies related to the buildings safety testing function;
- build capacity of other State Agencies and counties’ personnel and the built environment professionals to perform effective building safety function;
- registration of building safety personnel;
- develop linkages with bilateral, regional and international organizations on buildings safety matters;
- oversee inspection of buildings and construction sites to monitor safety compliance, identify potential risks, and address any safety concerns promptly;
- ensure adherence to applicable laws and regulations within the building industry;
- prepare, develop and implement emergency response plans, including evacuation procedures;
- support carrying out of Non-Destructive Testing and destructive testing methods for building assessments;
- investigating buildings for construction faults, poor designs and overall structural integrity; and
- documentation and maintenance of records of quality findings and resolutions;
- Quality Assurance Services; Buildings and Climate Change; and Buildings Asset Management Functions
- development and enforcement of quality buildings standards;
- implementation of quality improvement and management initiatives and procedures to enhance overall building performances;
- promotion of the working with other Government Agencies, County Governments and industry stakeholders to identify approaches and methods to improve overall quality of built environment;
- leading mainstreaming the Green Buildings Agenda and other climate change integrations in planning and development in the built environment;
- ensuring the built environment fulfils its climate resilience, adaptation and mitigation roles and targets at national, regional and global levels;
- coordinating the building and construction sector technical working group on climate change;
- overseeing development of specifications and standards of designs for quality building materials, processes and systems;
- ensuring effective implementation of quality control procedures and processes in the built environment;
- ensuring the provision of an enabling environment for domestic and foreign direct investment in the built environment;
- overseeing development and promotion of eased regulatory approvals processes of buildings;
- development of industrial research, development, innovation and technology transfer on building standards and safety testing;
- promoting the development and implementation of the building’s assets management function
- being responsible for effective and quality implementation of the Ministry’s strategic objectives;
- ensuring preparation and implementation of staff performance contracts;
- supporting and mobilizing team building;
- ensuring effectiveness in financial and assets management; and
- advance professional competency and continuous professional development of officers working under.
