Deputy Director, Asset Management Job Marsabit CPSB
Responsible for coordinating county asset and liability management, maintaining asset registers, overseeing asset verification and valuation, coordinating insurance and disposal of obsolete assets, monitoring asset records, and advising management on asset management policies. Requires a Bachelor’s and Master’s degree in Finance, Accounting, Purchasing and Supplies Management, Economics, or a related field. The position is based in Marsabit and requires on-site work.
Key Responsibilities
- Coordinating the standing committee on Assets and Liabilities;
- Ensuring adoption of risk-based and life-cycle asset management approach;
- Maintaining an updated register on asset and liabilities;
- Ensuring maintenance of the County’s asset and liabilities management system to ensure timely reports to guide on decision making;
- Preparing entities annual asset and liability plan as well as repair and maintenance plan;
- Ensuring proper replacement plan of fixed assets and maintenance of optimal stock levels;
- Ensuring proper asset tagging system is put in place;
- Advising the Accounting Officers on matters related to optimal management of assets;
- Scheduling and performing periodical physical asset Identification, verification, inspection and validation;
- Custodian of the asset’s ownership documents
- Coordinate valuation and disposal of surplus and obsolete assets;
- Facilitating insurance of movable and immovable assets and revaluation of assets;
- Monitoring, evaluating and reporting on the performance of assets and liabilities strategies to the accounting officer and reviewing policy, legislation and regulation on asset management.
- Installation and maintenance of the assets management system and risk management including general insurance for all county assets.
- Continuously update the county fixed assets register to ensure completeness and accuracy
Qualifications
- Be a Kenyan citizen
- Bachelor’s degrees in Finance, Accounting, Purchasing & Supplies Management, Economics or any business-related field from a recognized institution.
- Possession of a Masters degree in the relevant discipline.
- Have relevant knowledge and experience of not less than seven (7) years in the professional field within the Public Service, three (3) of which should be at managerial level;
- Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks or equivalent qualification from a recognized institution;
- Must be in possession of Certificate of Proficiency in Insurance.
- Trainings and knowledge on Asset Management and General Insurance.
