Consultant, Health Financing NGO Job Last Mile Health Nairobi, Kenya
- The Consultant will play a key role in advancing the strategic priorities of the Africa Frontline First Initiative and the Africa Centres for Disease Control and Prevention (Africa CDC) by strengthening continental primary health care financing policies and frameworks. This work will support increased domestic resource mobilization and the long-term sustainability of community health financing across Africa.
- The Consultant will contribute to Africa CDC’s Accra Reset, the Lusaka Agenda, and broader public financial management reform efforts by supporting increased resource allocation and more efficient use of financing for community health. The role will also support coordination of the Continental Coordinating Mechanism for Community Health (CCM), completion of the Continental Investment Case for Community Health, development of the Financing and Sustainability Framework, and community health financing technical support to the East, Central and Southern Africa Health Community (ECSA-HC) region.
- This role is remote consultancy open to candidates based in Accra, Ghana; Nairobi, Kenya; or Addis Ababa, Ethiopia. Applicants must be authorized to work in Ghana, Kenya, or Ethiopia.
Consultancy Details
- Project Duration: October 2026 – September 2027
- Commitment: Up to 32 hours per week
- Location: Accra – Ghana, Nairobi – Kenya and Addis Ababa – Ethiopia
Scope of Work
The consultant will work on the following deliverables by tentative deadlines (subject to change):
- Bi-monthly Africa CDC – Continental Coordination Mechanism (CCM) meeting reports with clear action points and status updates on previous ones (ongoing until September 2027)
- Baseline assessment report on CHW programs in the ECSA-HC (December 2026)
- Community Health Scorecard for ECSA-HC (December 2026)
- Report submitted for two virtual learning workshops conducted on community health financing and sustainability within the ECSA region. (April 2027)
- Final copy of the financing and sustainability framework for community health (July 2027)
- Community health (CH) webinar report prepared under the Africa CDC-CCM Financing and Sustainability Sub-group. (October 2026 and June 2027)
- Quarterly reports on AFF support to the ACCRA Reset Secretariat, highlighting CHW institutionalization, financing, and sustainability progress. (May 2027)
- A multi-country report mapping national budget allocations against actual community health expenditures across AFF countries. (June 2027)
What you’ll bring
- Bachelor’s degree in Economics, Development Finance, Public Health, International Development, Political Science, or a related field; graduate-level training in Health Economics, Health Financing, Health Policy, Public Affairs, Public Health, or a related discipline is preferred.
- Relevant professional experience in health financing, health economics, public policy, public health, or health systems strengthening.
- Experience partnering with governments or policymakers to strengthen health financing systems and provide technical advisory support, including developing policy briefs, research, advocacy, or other communications for decision-makers.
- Strong knowledge of health financing approaches, including costing and cost-effectiveness analysis, domestic resource mobilization, strategic purchasing, National Health Accounts, and resource mapping.
- Experience working across multiple countries and collaborating with regional institutions such as Africa CDC, the African Union, Regional Economic Communities, or similar organizations.
- Strong quantitative analytical skills with experience applying health economics or financing methods.
