Role Purpose:

This position demands a dynamic individual with demonstrable ability to achieve results in a demanding and fast-paced environment. The Consortium Director will be responsible for providing overall vision, leadership, and direction of the Somali Cash Consortium in close coordination with the donors, consortium members and other partners. S/he will drive innovative practice, overseeing the consortium’s technical matters and drive for added value, aligned with global best practice and adapted appropriately to Somalia context. S/he must be effective working with senior government officials, influencing donors and government policy and strategy, based on new evidence or technical developments. S/he will ensure that all elements of the Somali Cash Consortium will coordinate effectively to deliver the commitments of the consortium in an efficient, effective and economical manner.

  • Provide leadership, management and clear strategic direction of the consortium
  • Manage, supervise and support all staff employed in the Consortium Management Unit (CMU) and ensure that the team fulfil their responsibilities; Coordinate and supervise the recruitment of CMU staff
  • Lead the development and maintenance of a coherent consortium strategy and strong partnership ethos
  • Protect and promote the vision, mission and interests of Concern Worldwide and the consortium with external audiences, representing the consortium with donor(s) and government authorities, and relevant stakeholders
  • Establish, maintain and coordinate successful relationships with numerous stakeholders and actors (UN, NGOs) intervening in a similar sector
  • Provide regular and open/transparent communication between consortium partners through secretariat support to the consortium steering committee
  • Lead resource mobilization for the Consortium in collaboration with CMU team and with Consortium partners
  • Represent and negotiate on behalf of the consortium on any contractual or obligatory issues
  • Oversee efficient use of resources and achievement of results
  • Ensure sound financial Management and compliance with Concern and donors’ rules
  • Ensure that members are fully abreast, committed to and engaged with the agreed processes and governance and objectives of the consortium
  • Provide technical leadership for program activities including conceptualizing, designing, implementing and monitoring innovative, cutting-edge programming activities creating opportunities for experience sharing and learning to support the achievement of outcomes and impact
  • Lead the drafting and dissemination of position papers, statements, reports and releases on the consortium’s engagements including formal presentations, engaging key stakeholders
  • Identify opportunities for increased impact/ added value of consortium approach, influencing sectoral actors based on evidence and generating additional funding sources to expand the potential of the programme
  • Conduct regular programme visits to ensure the Consortium Members have a thorough understanding of all aspects of the programmes to ensure accurate representation of the Consortium
  • Ensure consortium members are delivering quality and harmonised programming aligned with agreed timelines and objectives and ensure members implement accountability activities agreed by Consortium members and tracking progress against the consortium accountability framework
  • Lead Consortium Steering Committee and ensure quality Programme Management and M&E meetings regularly take place
  • Frequent travel to programme locations across Somalia as required for trainings, monitoring and coordination
  • All managers are responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.

Essential:

  • Appropriate qualification at Master’s degree level in development related field.
  • A background in cash-based programming experience, working in Somalia context is a distinct advantage
  • 8-10 years relevant experience (5 years spent in consortia settings), with at least 3 years at senior management level.
  • Experience acting in a technical leadership role within cash/emergency/resilience sector
  • Experience of working with major international donors, particularly ECHO and EU
  • Strong experience of financial management and donor compliance rules and processes, particularly EU and ECHO
  • Strong influencing, analytical, interpersonal, communication and organisation skills
  • Strong coordination skills specifically with the ability to effectively coordinate among consortium members
  • Ability to build and maintain effective relationships with senior representatives of donors, INGO and Government structures and to represent the consortium at national or international level
  • Experience in the design and use of monitoring and evaluation systems
  • Demonstrable understanding of Accountability in practical application; ideally familiar with the Core Humanitarian Standard (CHS)
  • Working knowledge of GDPR/Data Protection minimum standards
  • Willing to travel to programme areas within Somalia
