Key Responsibilities
Strategy, Analysis & Problem Solving
- Support structured problem definition across our health systems strengthening programs with emphasis on health financing and policy components.
- Break down complex reform agendas into clear analytical questions, workplans, and deliverables.
- Conduct health financing and policy analyses across the six WHO health system building blocks.
- Synthesize findings into clear, decision-ready recommendations for senior policymakers and partners.

Health Financing & Policy Execution
- Support translation of national policies and strategies into operational roadmaps, costed implementation plans, and sequencing frameworks.
- Work with national and county stakeholders (MoH, Treasury, SHA, counties, partners) to align reforms and support execution.
- Contribute to the development of governance, coordination, and accountability arrangements for reform delivery.
- Support integration of health financing mechanisms with service delivery, workforce planning, and quality assurance initiatives.
Program Delivery
- Support implementation of ongoing health systems strengthening, linking planning, budgeting, purchasing, and performance management.
- Contribute to delivery of programs, including:
- Work planning and milestone tracking
- Technical synthesis and reporting
- Development of learning briefs, dashboards, and toolkits
- Translate data and analytics into policy-relevant insights that support decision-making.
- Support cross-functional coordination across service delivery, workforce, information systems, and supply chain workstreams.
Stakeholder Engagement & Delivery Management
- Support preparation of materials for Steering Committees, Technical Working Groups, and high-level convenings.
- Manage components of multi-stakeholder initiatives, tracking timelines, risks, and dependencies.
- Act as a reliable point of coordination across internal teams and external partners.
Skills & Experience
Required
- Master’s degree in health economics, Public Policy, Public Health, Development Economics, Health Systems Management, or related field.
- 3–6 years’ experience in management consulting, health financing advisory, or global health delivery.
- Well-rounded understanding of health systems strengthening across all six building blocks with demonstrated ability to see interconnections between system components.
- Strong grounding in UHC, PHC financing, strategic purchasing, public finance, and resource allocation concepts.
- Demonstrated ability to approach problems strategically, methodically, and with rigor.
- Excellent analytical and structured writing skills.
