Mandatory Requirements

For appointment to this grade an officer must have: –

  • Bachelor’s Degree in any of the following: Applied and Physical Sciences, Humanities and Social Sciences, Business related fields, or equivalent qualification from a recognized institution;
  • Master’s Degree in any of the following: Applied and Physical Sciences, Humanities and Social Sciences, Business related fields, or equivalent qualification from a recognized institution;
  • Attained atleast twelve (12) years’ relevant work experience, three (3) of which should have been in supervisory position or in comparable position;
  • Be a member of a relevant professional body, where applicable;
  • Valid practicing license where applicable;
  • Served for atleast three (3) years in the position of Principal Officer or equivalent;
  • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
  • Proficiency in computer applications;
  • Shown merit and ability as reflected in work performance and results; and
  • Fulfilled the requirements of Chapter Six of the Constitution of Kenya 2010.

Duties & Responsibilities

An Officer at this level will work with the guidance of the Deputy Director. The duties and responsibilities for this position shall entail: –

  • Advocating for consumer interests in the development of regulatory instruments, interventions, policies, and legislation as necessary;
  • Providing professional advice on consumer issues to the Authority’s management committee;
  • Providing a strategic and leadership role in day to day running of the operations of the Section;
  • Promoting the development of evidence-based policies, frameworks, processes, procedures, inputs and information into regulatory instruments based on outcomes from departmental activities;
  • Participating in the establishment and implemention of mechanisms to asses and addressemerging consumer issues;
  • Facilitating the development and implementation of consumer protection and empowerment policy and procedures;
  • Developing and implementing mechanisms to monitor consumer trends and behavior, and undertake consumer research in the ICT market;
  • Leading the design and execution of programmes, initiatives and mechanisms that enhance consumer confidence and trust in the market;
  • Establishing and maintaining relationships with strategic stakeholders and partners for purposes of creating and enhancing consumer protection and developing/implementing consumer education and empowerment initiatives;
  • Developing and ensuring achievement and timely reporting on the implementation of public education and empowerment programmes, initiatives and campaigns;
  • Monitoring and reporting on licensee’s level of compliance with the Consumer Protection laws, Regulations and Guidelines;
  • Developing and disseminating accurate, timely and relevant consumer information to the appropriate target audiences;
  • Participating in scheduled consumer protection and empowerment programmes, initatives and campaigns and as team leader, respond to questions from consumers or stakeholders; and
  • Secure resources for the execution of sections activities (budget, personnel, tools etc.).
