Senior Principal Engineer Materials Job PSCK

Qualifications

For appointment to this grade a candidate must have;

  • cumulative service period of twelve (12) years, three (3) of which must have been in the grade of Principal Engineer (Materials), CSG 7 or in comparable and relevant position in the wider public service:
  • a Bachelors of Science or Engineering degree in any of the following disciplines: Engineering, Civil and Structural Engineering or its equivalent from a university recognized in Kenya;
  • registered by Engineers Board of Kenya as a Professional Engineer;
  • registered as a Corporate Member of the institution of Engineers of Kenya (MIEK);
  • valid annual practicing license from the Engineers Board of Kenya; and      
  • demonstrated e high degree of professional competence and administrative capability as reflected in work performance and results.

Duties and Responsibilities

Duties and responsibilities include: –

  • developing and Implementing policies, strategies, standards, manuals, guidelines procedures and frameworks pertaining to testing and research on roads and other construction materials and delivery methods and ensuring compliance;
  • coordinating establishment, expansion and maintenance of materials testing and investigations laboratories and advising on their usage:
  • coordinating prospection„ mapping and testing of roads and other materials;
  • coordinating physical and non-destructive testing of highways and other structures;
  • coordinating planning, designing and supervising construction and maintenance of pavement structures for roads and other infrastructure;
  • reviewing, updating and maintaining road design manuals and construction standards:  
  • developing specifications for civil engineering materials and laboratory equipment for use in testing, construction control and performance monitoring;
  • reviewing and recommending approval of materials engineering design reports and drawings;
  • reviewing and recommending approval of engineering consultants deign;
  • reviewing research proposals and reports on materials and project delivery methods;
  • coordinating geotechnical and structural integrity investigations;
  • reviewing quality assurance systems for quality control during material testing, pavement and structures construction;
  • coordinating evaluation and performance monitoring of road pavements;
  • reviewing and for approval engineering consultants’ designs. and pavement certificates and fee notes submitted by consultants and contractors,
  • reviewing of tender documents and estimates for general procurement. and road works;     
  • providing consultancy, capacity building and technical support to ministries, departments, counties end agencies (MCAS) on roads and other construction materials testing and research, and delivery methods;
  • preparing and implementing disposal plans for laboratory waste in liaison with the relevant government agencies;    
  • keeping up to date Information, laboratory records, test reports, stores and inventory pertaining to road and other construction materials testing, research and inventory:
  • designing and implementing relevant professional development, graduate  internship and Industrial attachment programs in consultation with other key  stakeholders;
  • preparing progress reports on road and other construction materials testing and research;
  • preparing strategic/work plans; and
  • coaching and mentoring of Staff.
