The organization is seeking to recruit a qualified and competent Procurement Officer to support project operations by managing procurement, logistics, and supply chain activities, ensuring compliance with organizational policies, donor requirements, and statutory regulations in Kenya.

Procurement & Contract Management

  • Conduct strategic sourcing of suppliers and vendors, ensuring value for money and quality.
  • Manage procurement processes from requisition, purchase orders, to delivery and payment.
  • Negotiate contracts and maintain service-level agreements (SLAs) with suppliers.
  • Ensure all procurement documentation complies with DEVLINK, Plan International, and donor regulations.
  • Monitor supplier performance and manage contract renewals or issues.
  • Maintain accurate procurement records for auditing and reporting purposes.

Logistics, Assets & Inventory Management

  • Oversee inventory levels and timely replenishment of goods and materials.
  • Coordinate receipt, inspection, and distribution of goods to project sites.
  • Ensure proper tagging, registration, and annual stocktaking of assets.
  • Support fleet management including vehicles, motorbikes, and generators.

Administrative & Office Support

  • Support operational administration including office supplies, minor facility management, and record-keeping.
  • Assist in lease administration, warehousing, and travel logistics.
  • Act as security focal point for field and program offices in line with organizational security SOPs.

Compliance & Risk Management

  • Ensure adherence to all statutory requirements, including KRA, tax compliance, licenses, and permits.
  • Maintain internal controls to mitigate financial, operational, and reputational risks.
  • Ensure safeguarding, child protection, and gender equality policies are fully observed in all supply chain activities.

Capacity Building & Stakeholder Support

  • Provide technical guidance and training to project staff on procurement processes.
  • Support implementing partners to strengthen their supply chain capacity and compliance.
  • Participate in partner due diligence, monitoring, and reporting of procurement activities.

Reporting & Continuous Improvement

  • Prepare timely procurement, logistics, and inventory reports for management.
  • Monitor supply chain KPIs and implement process improvements.
  • Contribute to operational planning and budget alignment.

Education:

  • Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or a related field (Diploma with extensive relevant experience may be considered).
  • CIPS accreditation or equivalent professional qualification is an advantage.

Experience:

  • Minimum 3–5 years’ progressive experience in procurement, logistics, and supply chain management in NGO or development contexts.
  • Proven experience with ERP procurement systems; knowledge of SAP is desirable.
  • Experience in donor-funded project procurement, VAT exemptions, and compliance with Kenyan statutory requirements is a plus.
