Lakezone Enterprises Ltd, a leading road construction and maintenance company, invites applications from qualified, experienced, and results-driven professionals to fill the position of Procurement Manager based at our Head Office.

About the role

The Procurement Manager will be responsible for overseeing all procurement functions across three key portfolios: Procurement & Processes, Tendering & Works, and General Stores. Reporting to the Operations Manager, this is a critical role that ensures the timely, cost-effective, and compliant sourcing of materials, services, and works essential to our road construction projects and day-to-day operations.

Responsibilities

1. Procurement & Processes

• Manage end-to-end procurement of all company materials — including road construction inputs (bitumen, aggregates, culverts, road marking materials), plant spare parts, office supplies, and PPE
• Receive and process purchase requisitions from all departments; verify specifications before procuring
• Obtain a minimum of three competitive quotations for all items above KSh 50,000
• Prepare Local Purchase Orders (LPOs) and obtain necessary approvals
• Ensure full compliance with company procurement policies and Kenyan procurement regulations
• Maintain complete, accurate procurement documentation and filing systems
• Conduct regular market surveys to ensure competitive pricing
• Coordinate emergency procurement for plant breakdowns to minimize project downtime

2. Tendering & Works

• Lead and coordinate the procurement of subcontracted services including lab testing, survey teams, equipment hire, and specialist works
• Prepare, issue, and evaluate tender documents in line with company and client requirements (KURA, KeNHA, county authorities)
• Work from Bills of Quantities (BoQs) to develop project-specific procurement schedules aligned with project milestones
• Liaise with Project Managers and Site Engineers to align material and works procurement with project timelines
• Ensure procured materials and services meet regulatory and client-specified quality standards, including NEMA and environmental compliance requirements
• Manage contracts with suppliers and service providers, including performance evaluation and dispute resolution

3. General Stores

• Manage and maintain optimal inventory levels of critical items across office, vehicle, and plant categories
• Implement and enforce min-max inventory control and FIFO stock rotation systems
• Conduct regular stock counts, reconciliations, and variance reporting
• Supervise Stores Assistant(s) and ensure proper storage, organization, and security of all stock
• Manage bulk fuel procurement, on-site fuel storage, and fuel reconciliation
• Prevent overstocking, minimize obsolete inventory, and maintain accurate inventory records

Qualifications

Education

• Bachelor’s Degree in Procurement, Supply Chain Management, Business Administration, or a related field
• CPSP-K (Certified Procurement and Supply Professional of Kenya) certification — MANDATORY
• CIPS (Chartered Institute of Procurement and Supply) certification is an added advantage

Experience

• Minimum 3–5 years of procurement experience, at least 2 of which must be in construction, road works, or a related engineering environment
• Proven experience in tendering, contract management, and works procurement
• Hands-on experience managing stores and inventory in a plant-heavy environment
• Familiarity with Kenyan public procurement laws, regulations, and client requirements (KURA, KeNHA, county governments)
