The inception report will include the following:
- Outline of the thematic report following the writing format/guidelines provided by NSO/ UN-Habitat and explained at the orientation workshop organized by NSO/UN-Habitat (content-based headings, sub-headings, tables, graphs, maps, annexes and so on).
- Dummy tables (trends and patterns) to get the census data from NSO. Submit the dummy tables in the report outline and in Excel format to NSO/UN-Habitat.
- Summary of other data (Nepal and International) that will be analyzed in the report.
- Review of literature (theoretical, empirical and policies) related to the thematic report topic.
- Mobilize and work together with the Analyst and experts for the overall exercise of thematic report preparation, and in consultation with Ministry of Water Supply (MoWS) as needed.
- Participate in the first writing workshop organized by NSO/UN-Habitat and present the progress.
- Prepare and submit the complete first draft thematic report by the third week of April 2026 to NSO/UN-Habitat.
- Incorporate reviewers’ comments into the thematic report. Prepare and submit a note explaining how the comments and feedback have been addressed. Any comments not being addressed must have acceptable justification.
- The UN-Habitat should simultaneously submit the same copy of thematic report (draft/final version) to the UNICEF, WHO, and Ministry of Water Supply for necessary feedback/comments.
- The NSO will ask analysts about the progress made to ensure that the deadline of April 2026 is on right track.
- Participate in the second writing workshop organized by NSO/UN-Habitat and present the progress of writing (fourth week of April 2026).
- Finalize the thematic report incorporating feedback provided at the second writing workshop where experts from NSO, UN-Habitat and other experts will also be present, including inputs from UNICEF, WHO, and MoWS.
- Submit the final thematic report to NSO/UN-Habitat by end of May 2026, incorporating comments and feedback and in compliance with the prescribed formats and guidelines. The submitted report will be edited by a professional editor.
- Prepare as an annex to the thematic report, an Excel file of tables and figures included in the thematic report and submit to NSO/UN-Habitat by end of May 2026.
- Prepare a tidy Excel working file with the tabulations and workings for tables and figures used to generate the tables and figures in the thematic report and submit to NSO/UN-Habitat by end of May 2026.
- Prepare a detailed PowerPoint presentation of the key thematic report findings and policy implications for presentation at a dissemination event and submit to NSO/UN-Habitat by end of May 2026.
- The analysts may be invited to present and discuss the report at a dissemination event, planned for the 2nd week of June 2026.
- The final product will be the property of the NSO, and no analysts or UN-Habitat should share these reports with anyone without prior approval of the NSO.
- The analysts are not permitted to publish any articles based on the analysis, findings, or conclusions of this thematic report without obtaining prior written clearance from the NSO. The analysts (consultants) are strictly prohibited from using the unpublished data sets provided by the NSO for any purpose other than the preparation of the thematic report.
Qualifications/special skills
- An advanced university degree (master’s or equivalent) in Applied Statistics, or a related field is required.
- A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
- A minimum of two (2) years experience in data analysis, research, and writing on population and demographic issues is required.
- Experience in Executive Position at government, semi-government or other agencies relevant to statistics and/or research is required.
- Understanding National & International data and other official data sources, including variables, methodologies, and geo-spatial/statistical technique is desirable.
- Proven ability to process and analyze microdata from National and International data sources is desirable. Experience in analyzing cross demission themes like GESI and Poverty using major national data is desirable. Previous experience working with the United Nations is desirable.
