Key Responsibilities

M&E Framework & Systems Development

• Develop and operationalize the project M&E framework aligned with project framework and national HIV/TB guidelines.
• Develop indicator reference sheets (numerator, denominator, data source, frequency).
• Design and/or update data collection tools (training trackers, community registers, referral forms, reporting tools)
• Establish data flow systems from community to facility to county level and project coordinator and partners.

Routine Monitoring & Reporting

Track:

• Referral completion rates from community to facility (mentor mothers and community health promoters’referrals)
• HIV prevention indicators, adherence indicators, HIV/TB screening and TPT uptake at facility level
• Youth Friendly Centres (YFCs) utilization
• Training outputs and competency improvements

Prepare and support:

• Integration of project data with the Sub-County data (monthly)
• Internal performance reports (monthly)
• Quarterly donor reports

Semi-annual review presentations

• Ensure consistency between facility registers, Electronic Management Records (EMRs) system, project tools and databases.

Data Quality Assurance

• Conduct routine data quality (monthly).
• Perform source document verification (audits), reconciling register data against reported summaries.
• Develop and monitor corrective action plans.

Capacity Building

• Train staff on: M&E tools, data quality standards, reporting timelines
• Provide mentorship and on-the-job training during supportive supervision visits to healthcare workers, community workers, peers and research co-investigators on indicator definitions and reporting requirements.

Operational Research

• Coordinate monthly data reporting and baseline, midline, and endline assessments for the research component.
• Support PI and Co-PI in the data management, data collection and data cleaning.

Expected Deliverables

• Approved M&E framework and indicator matrix.
• Monthly and quarterly reports submitted on time.
• Data Quality reports.
• Annual evaluation report.
• Operational research report(s).

Required Qualifications

• Bachelor’s degree in Public Health, Epidemiology, Biostatistics, or related field (Master’s preferred).
• Minimum 3 years’ experience in HIV/TB M&E or related health topics.
• Knowledge of PMTCT and HIV/TB integration.
• Excellent experience with MS Office Package
• Experience with DHIS2 and EMRs
• Strong analytical and report-writing skills.
• Experience in operational research is an added advantage.
